New Helmet Rule?

Does anyone who works at a tack store know anything about the supposed new helmet rule coming next year? I’ve heard from my trainer (who heard from a USEF source) and from people at Mary’s Tack & Feed that in 2018, girls will have to wear their hair down at rated shows for safety reasons (the reason being supposedly helmets prevent tbi’s better with your hair down). Has anyone heard about this or know of a written press release or statement?
