Here he is, the main man of 'The Man in the Pearl Mask', Lord Velaryon (a.k.a. Luke brought back from the dead by Valyrian Gods)! Like the portrait of Syrax, this was drawn by the wonderfully talented @hrgves.

And, if you think that cloak looks familiar, yes, I think Luke is subconsciously mimicking Aemond in the way he dresses as Lord Velaryon.
