Lilith's primary sins are that of pride and wrath. Lilith is a proud woman, a proud wife, proud mother, and proud of her people. To threaten any of them and her wrath and willingness to wage war is akin to the Horseman of War. She will be without mercy and will not show quarter.

With that in mind I imagine Lilith's deal with heaven was more a failsafe to protect both heaven and her people. To stay in heaven kept her off the playing field as the exterminations happen. In exchange her daughter wasn't to be touched and some sinners would survive to see another year. However, the threat of death likely looms over her head as well if Hell were to rise up.
