Actually, while I’m sure this is little known, it’s not new at all!
The design originates from Fate/Stay Night; it was just never used in the VN proper and thus we didn’t have art of it until Fate/Complete Material.
It’s canonically for a while now been the battle dress under her armor, like Arturia’s own more frequently seen battle dress.
The original dress you refer to is just Salter’s version of vanilla Saber’s casual outfit from Rin, which she naturally wouldn’t have after being consumed by unholy mud and be floating in a void.
