They are performing a task known as "spacing" or "blocking" that helps reduce or prevent anxiety in their handler.
They are NOT "asking for pets" or being disobedient or asking to be spoken to. All you have to do is stay back from the dog and handler.
This is not a capslock PSA because I'm not sure how many people that don't have a SD actually know this is a trained task.
I did NOT know and this is both very cool that SDs can be trained for this, and very important that we all know how to respect it.

Look I used to work with tow truck guys and they do not give a fuck. One time the Air Force was doing a recruiting stunt and they decided to bring a plane as like…a prop? I dunno and they parked it in a 20 minute loading zone and 21 minutes later my coworkers IMPOUNDED THE PLANE.

oh!!! it's a visual representation of survivorship bias:
basically, it came from a research group at Columbia during WWII who were trying to figure out how to make their planes stronger. the red dots were the spots where most of their damaged planes would come back with bullet holes. so at first they were like, okay, these are the spots that are getting the most damaged, we need to reinforce those parts of the plane. but then this guy abraham wald realized, wait a minute, no. we need to reinforce the parts of the plane that don't have red dots on them. because the planes that are being hit there aren't coming back; they're just being destroyed.
so now the image of the plane is basically used as shorthand to refer to survivorship bias. it's a form of bias where you're often reaching the wrong conclusion because of what you aren't seeing.
for example, transphobes going "we can ALWAYS tell who's trans". you don't know that, because you can't account for the trans people you didn't identify. or people going "every single person who's complained about being cancelled still has a career" no, you're just noticing the visible ones who still have platforms. or "me and every other person my age i know didn't wear a bike helmet as a kid and we're all fine" no, using people your age as your way of determining this is actually really bad, because that means you aren't seeing the people who died.

We need to signal boost this to rural & non-urban-areas so the trans people there get counted, we need API (Asian, Pacific Islander) trans people to get counted. We need bi/pan trans people, we need military veterans, we need other demographics too so please contact the people who are conducting this survey. Here are their information.

Other Q&A's that came up during a 2021 November 16th presentation:
firstly, NCTE USTS did not get authority (IRB approval) to go into the protected class of incarcerated trans people
secondly, you don't have to be a US-citizen to contribute data, but you will be given a non-us-citizen survey.
If you reside in the US but are just temporarily abroad, then you would be able to respond to the US-resident survey. If you are permamently living abroad, you would take the survey for non-US residents.

The rough timeline for the USTS:
Pledge Period is until the end of January
Fielding Period starts around the beginning of February with a 6 week survey window
Report writing with start shortly thereafter and go until end of 2022
You need to be trans to take the survey, but anyone can know a trans person.
