They are a duo of rick's that cause chaos. ( most of the chaos being from Rick J-37, since he is the most unhinged of the two. )
Rick J-37 usually wears the third outfit most of the time, if he wants to be formal he'll wear the first outfit. The second outfits of both of them is when they are at work.
A bit of lore here, Rick P-J9 came up with an interdimensonal gateway that can connect multiverses. He did not tell the citadel because he and his lab partners at MDSA ( Multi-Dimensional Space Association) agreed to not get the council / citadel involved. However, the gateway is still for public use, it doesn't matter what species you are, or if your a rick/ morty. He made the gateway for anyone to use.
Rick J-37 had most of his family killed and it was only him left, and with being alone and isolated for so long. He became aggressive towards other ricks because he is jealous of their families and the fact that he doesn't have one. He met P-J9 at a bar one night and they both talked and later became friends. And now they go on adventures sometimes with others, but most of the time it's just them two.
Rick J-37 is very protective of P-J9 even though P-J9 is dumb and has no idea what's going on most of the time. The reason why he's so attached to P-J9 is because he's the only important person to him since his family died. He then started to develop feelings for P-J9 and is pretty much waiting for the right time to confess to him.

Hi guys, im working on an animation i think you all might like. Just a heads up, the animation might be a bit wonky, thats bc if you can't already tell, i make all the digital drawings on my phone bc i dont have a drawing tablet yet [so animating might be a bit harder so just be patient please. Im gonna head off to bed. I'm too upset rn bc i just found out my chuck e cheese location/s removed the animatronics. Some probably don't care but, that was my childhood and I'm pretty sure everyone else's, and it hurts like a bitch to see them gone. Now i have a fuckin dance floor and an empty ass space to stare at and remember the good times i had there. I will miss them. I had a job for myself to go there and check to see if they are still gonna be there. But now, they're all scrap now. Call me dramatic if you want but, i loved the animatronics they had and now i feel like have no purpose to go to chuck e cheese anymore.

Each of them lost and each of them have.they soon learn to grow from that loss.
They look to others that they have to help with that loss of space. Though they think it will forever hurt.
Though smart they may be, they always try to numb the pain in different ways. One alcoholic, one addict, and one keeper. They all have something in common, and that is the love they had to go through. But later on they learn to grow into a different person and possibly, a better one.
They have alot in common. They really do.
I had another dream again,
I was still morty and i woke up on the garage floor, rick was in my face yelling at me to get up. So i did then he told me to come watch him play minecraft, i walked in ricks room and this man. THIS MAN HAD A WHOLE ASS PC SETUP THAT HE BUILT AND IT WAS WAY MORE ADVANCED THAN ANY OTHER SETUP, THEN HE STARTED PLAYING MINECRAFT WITH A DAMN XBOX CONTROLLER CONNECTED TO THE PC.
