Realizing how her role was being diminished, along with Mirage having some of her tasks instead, rosemary has grown alot more suspicious. The reason originally was suspecting of a relationship… although- what was awaiting her was alot more devastating-.
Operation Kronos, yep. Of course, being a super as well- this operation was a great punch to the gut. It wasn't initiated (not yet anyways) that it led to her having to take it up to buddy. Being furious and heartbroken, she did not let up with his excuses until he forced her to leave, not just his quarters but the island as well. However, he couldn't really fully get rid of her so he forced her into a form of compliance. Getting her to work in Metroville and cover his tracks, if not? He could possibly ruin her life if he could.
Years working in a private shell company weighed heavier on her, knowing that people were actively dying in the hands of Syndrome. It wasn't until someone had spotted him that she decided to go visit his last known site: The Parr's home. She was not there to help- but give him catharsis the moment she laid her hands on him, what was waiting for her was not something that she was ready to bare witness to. (Yeah she's just getting traumatized left and right, poor girl.)
Buddy's bloody body on the suburban concrete. Mangled beyond recognition and clearly should be dead (now you know where my eyepatch!Syndrome came from), being given the sight of her former crush horribly messed up by what happened she quickly resorted to taking him to a hidden medbay back at the shell sight. In an act of grief she tries to stabilize him which shockingly does resuscitate him, however he was unconcious, leaving rosemary with a comatose, mangled up man.
having spent weeks looking after his breathing corpse, she was approached by NSA agents whom found out that she used to have a hand in this, of course… she had to comply. Exhausted, and clearly not in the mood to go back to the island, was forced to help explain and access complicated tech and machinary so it can be seized so nobody could get their hands on it.
Knowing the compound like the back of her hand, she decided to see what secrets "Syndrome" was hiding which led to her finding Kidd (I'll also explain about him some other time- you guys will love the lil guy! :D), what seemed to be an attempt at cloning gone wrong. Not in an extremely bad way! Just not what she thought buddy would've wanted as Kidd was just a small child that looked nothing like him. After freeing him from his pod, he appeared as frail as a newborn faun and couldn't really comprehend what was going on. Rosemary was left with no choice but to take him in (and not let the NSA try to seize him too).
She officially adopted then named him, giving him the last name "Thorne" instead of "Pine". Now juggling most of her time taking care of kidd and recovering buddy as the world has no idea that he is breathing undreground. (By all in tense and purposes he's canonically dead, unless Pixar manages to bullshit that).
The shell company was liquidated (without the knowledge of the hidden medbay's existance), although this gave rosemary an idea. What syndrome took can be given back (in a way) so she decided to start a foundation dedicated to supers, given the ban- officials just assumed that she'd give up and shut it off, though they have underestimated the woman. Folks from all around were wishing to share and build their identity as supers, embracing their powers while keeping it a secret from the entirety of Metroville as a whole, updates, crime watch, talks and a bill to unban supers was suggested to be passed thanks for folks coming around to try and advocate for super powered individuals.
As the bill passed thanks to the public's overwhelming support, supers were made legal (come to think of it, maybe I should regard the 2nd movie for this to work-), although the NSA hasn't really hired new supers (just kept them eversince the ban for compensation and mind wiping witnesses), rosemary had already made a group of supers that were bought in from earlier to fight crime as a coordinated effort: "Future Force", which involves her son, Kidd, as well (despite him not having powers, he's very capable)!

So… This whole plot is long so I'm just gonna explain what caused this version of her to exist in a quick way- so bare with me here.

turns out it amplifies any supers' powers to a god-like degree (Like lets say for example: Voyd would and can use her portal powers without any effort, however- this would cause her to become an entity OF her own powers.)
