back to thinking about that whole "did you ever throw yourself on top of a grenade?" thing from tfatws. the point there was that sure, john proved that he was capable of protecting others, but he wasn't actively putting himself in harm's way to do it like steve had. and to bucky, that was confirmation enough that he wasn't suited to be captain america.
but then, in thunderbolts, john's the first to throw himself under that concrete block. maybe he thought he could carry it on his own, maybe he didn't realize it was a self-sacrificial thing to do, but in bucky's eyes, that was what finally made him someone worth fighting alongside. to me, that act comes back around to tony stark parallels. steve was always willing to die so others could live, that was one of his core traits from the start, but for tony to do what he did in avengers knowing he'd probably die was significant. it implied character development. it meant that he'd found something worth that sacrifice.
for someone like steve rogers, that sacrifice comes easily. the courage to risk it all for complete strangers is in his nature. for someone like tony stark, that sacrifice means that something has changed. the same goes for john walker; that action means that he's found something worth making that sacrifice for.
