Immortal zamasu is not on the same page as zamasu in gokus body when ever goku and vegeta fused they were on the same mind set same with the kias that fused in the bu arc and the elder kia that fused with the witch theit wasnt a big disagreement internally but i beleve yhere is one with the two zamasu right before they mereged it was cause of fear and maybe some respect and a little under standing of how the humans are and 1 zamasu is having 2nd thoughts witch will mess up the fusion!
