1) EU members have committed to apply a minimum tax rate of 15% on big firms in accordance with Pillar 2 of the global tax agreement drafted by the Organization for Economic Cooperation and Development (OECD). 2) Governments will be prepared to impose additional taxes under the OECD plan if it turns out that businesses are paying taxes the event that it turns out that businesses are paying taxes that are deemed to be too low in recent times. 3) It aiming to discourage multinational companies from shifting profits and tax revenues to low-tax countries regardless of where their sales are made. 4) Increasingly, income from intangible sources such as drug patents, software, and royalties on intellectual property has migrated to these jurisdictions. 5) This has allowed companies to avoid paying higher taxes in their traditional home countries.
