This was a silly idea that came to me suddenly and I needed to get it out of my system, but honestly as I was finishing it I had the same thought as you, that is, Juri was probably always emotionally distant

She wants to be perfect in every way and that entails hiding her sexuality and true feelings

And that distance was probably what made Shiori feel like she was just taking pity on her </3 alongside her poor self esteem

They parallel Utena and Anthy in that way, the prince/princess or saviour/victim dynamic is not an equal one, and that breeds resentment
