Vexis's parents have a long history with Team Rocket.
Both having served The founder in various areas, as well as Madame Boss herself.
When he was 6, his fathers health took an unexpected turn, and they moved to the Hoenn region in the hopes that he could recover.
By this point he had met Giovanni the boss's son. On several occasions. Considering his father and mother were body guards for the boy up until he became to sick to be reliable.
His younger brother Luxean came into the picture 3 years after this retirement.
Vexis took an interest in the trainer life style before he spoke his first words.
But his mother, who caught on to how sharp his mind was Had been insistent on pushing him towards the life of a pokemon professor.
While he did enjoy studying pokemon, and had a need to understand them. The work one had to put into being a professor didn't appeal to him at the time.
Fortunately, his battle centric father was more than happy to convince her to let him do what he wanted.
So against her wishes he set off the second he became old enough to take on the Pokemon Leauge in Hoenn.
He beat that league in less than a year. (mostly out of spite).
Then proceeded to meet up with Giovanni in the Kanto region. Continuing the friendship they had before.
The two traveled around Kanto together. After Vexis managed to convince Madame Boss to allow it, with the promise (and threat) that he'd taken on the body guard role. So that Giovanni could "infiltrate" the league.
New Leadership / Project R / a rival team emerges.
When Madame's research involving Project R became a problem.
His and Giovanni were among the man who had pokemon within their teams acting abnormally.
Causing he and Giovanni to lose some of their own team members in the process.
During this event they had pokemon acting erratically. Tossing the current version of Team Rocket into a chaotic, disorganized mess.
Taking advantage of their weakness. An old Rival team from the past emerged out of no where. Spinning their team into further chaos.
High Ranking members of Team Rocket were assassinated.
Giovanni and Vexis found themselves in their own trouble.
and lower rank members had lost their lives to their own rampaging pokemon, or taken by the mysterious group that had attacked them.
as a result Infighting happened with in Team Rocket, and ended with Giovanni taking over.
Together Giovanni and Vexis worked to establish some sense of order from the members who were still standing, and went of the offiensive.
Tracking down the members of Team Sleight, and the members of Team Rocket who had been taken.
Among them were Vexis's mother Nyx, and His younger brother Luxean ( @missinglux )
By the time the event ended.
Team Rockets numbers had suffered greatly.
But their job wasn't done.
After searching through the research that still existed for R, and gathering what information they could.
They came to the conclusion that the rival team more than likely took off with pieces of "Project R"'s research.
Giovanni and Vexis could ignore it, but with how aggressive that other team was. There was a chance they and other long standing members of Rocket would be targeted again anyways.
Which meant they had no choice but to rebuild Team Rocket, and try to at least make sense of what it was they were working with.
Vexis's Assignment.
Immediately following this event.
Giovanni placed Vexis and only Vexis in charge of Project R.
- with the goal of figuring out WHAT had happened to their pokemon.
All while Giovanni worked to rebuild Team Rocket in his own way.
Vexis spent the time assisting Giovanni with his goal of establishing a gym, while putting in the work to secretly make sense of Project R.
From going to college, to venturing to other regions to chase down information to aid in this request.
He relocated his Mother and Brother to the Kalos region for safety.
Vexis has traveled to many regions, befriending people, and secretly learning about their research.
Fatherhood
With enough prying, and asking to many questions.
Vexis attracted the attention of a woman, who had far to many questions of her own.
It didn't take long for him to pick up on the fact that she was a member of team sleight.
Despite learning this. Instead of running away their relationship became a game.
and only ONE of them could remain standing.
And then it happened.
An unexpected pregnancy. Despite how careful he'd been, Lowla had outplayed him.
Finding a weakness that she could exploit.
He was a family man, and couldn't ignore a child that was he had caused.
The two found themselves in Hoenn.
Living a secret life where the games between them continued.
But Vexis was a clever man. This time he made sure he remained 2 steps ahead of her during the entire process.

and when his daughter was born?
He boarded a plane in the middle of the night, and returned to the Kanto region. With Madison in arm.
Over the years He and Madison have moved around from various regions including
Hoenn, Kanto, and Johto.
He is cautious of the people he trusts with her, and will only allow it if he can guarantee they're NOT a member of team sleight.
Currently
Vexis travels to and from various regions with Madison.
His main home is in Jhoto, in Team Rocket territory.
but he has homes in other regions for a quick escape.
