High-speed rail: the wrong road for America?
High-Speed Rail: The Wrong Road for America is an article by Randal O'Toole published on Policy Analysis in Oct 2008.
This article attacks the HSR proposals in various parts of US including California, Florida, and Midwest. Arguments included:
Huge amount of public money to build infrastructure.
Infrastructure requires expensive maintenance every ~30 years.
Not welcomed by freight rails, which are not interested in high speed.
HSR is less cost-effective compared to building new freeways (freeway lanes).
HSR goes downtown to downtown; however not many people live or work downtown.
HSR will not significantly reduce car traffic much. No major LOS change on the freeways.
HSR produce more NOx pollution than it takes off from roads.
Cars are getting more efficient
In-state air travel will be almost killed
More difficult to update to newer, more efficient technologies
Ridership may be lower than the optimistic projection
Pitfalls of mega projects: require long-term forcasting
