History/politics nerd here. I think Cyprus didn’t need to control everyone directly. His Lunar gift would have helped him influence key people in positions of power: military leaders, council members, cultural figures, etc. If you win over (or force loyalty from) the influential class, the rest of the population tends to follow. That’s something we see a lot in real-world history (i.e. Tr*mp, H*tler).
He likely used rhetoric and emotional manipulation the same way a lot of authoritarian leaders have: presenting himself as the person who could “protect” Lunars, “unify” them, or “restore stability.” Even without glamour, we’ve seen how leaders can gain power by creating a strong identity for a nation and--more darkly--by defining who is considered “valuable” or “dangerous” to society.
So, if we apply that to Luna: Cyprus could have promoted a hierarchy where Lunars with strong gifts were seen as superior and “fit to lead,” while shells and weaker-gifted citizens were framed as lesser. At first, people may have genuinely believed it would strengthen Luna. There would have been nationalism and pride in their “uniqueness” as Lunars.
But then, once sectors, class divisions, exploitation, and hereditary power took root, it became a system no one could easily oppose without facing punishment. By the time people realized the corruption and cruelty, the monarchy and aristocrats already held all the military and economic control.
Unfortunately, that’s how regimes trap populations. Even when discontent rises, fear and power imbalance prevent rebellion. Which is exactly why Selene’s (Cinder hehe 🤭🤭) revolution had to be so drastic and strategic.
