The RACCies were the awards for rec.arts.comics.creative and I was running it at the time back in 2008. Archer Sloane was a character created by Peter Milan and joke around him was that he was bitter for losing one of the awards and vowed to destroy the Raccies because of that. Superguy was like the LNH's biggest rival at the time. They were both these large prose shared universes devoted to parodying superheroes. Don't think it had a webcomic though.
