I haven't seen anyone talk about it... but what exactly is Bubble? And also why is Bubble?

Are they an AI? If so, and if Caine made them, why are they still there? Caine has made it very clear that leaving complex AI active for a long time would be bad, he said it to Bubble.

And from what we've seen, Bubble is a consistent presence that is definitely a complex AI if they are one. So either Caine is making an exception by allowing a complex AI to remain for a long period of time or making an exception by repeatedly creating them along with old memories.

So... why is Bubble? Why has Caine made exceptions like this for Bubble? Was he lonely, is Bubble a part of his past (more significant depending on Caine theories)? Did Caine even make them or are they a clippy type character that became an assistant in the program's design?

I never see people talk about Bubble and it's so sad :(
