San Francisco did that, and took what it wanted. The L.A. Department of Water and Power and thousands of farmers, miners and business interests did something similar. Today, they hold senior water rights.

While peasants almost always boiled their meat, owing to their desire to extract every drop of goodness from it, nobles preferred roasts, the meat being cooked directly above the fire on long skewers or wide grills. Quite apart from individual tastes, the preference for roasted meat was the expression of precise cultural values. According to a well-known and anthropologically widespread tradition, the use of fire without the mediation of water and household vessels implies a greater intimacy with the “raw” - that is, with nature in its wild state. This confirmed the profoundly feral image that the warrior nobility possessed and liked to project. Roasted meats expressed the very close link between the notions of meat-eating and physical strength, a link that pervades all facets of medieval culture.
