Of course Sasuke doesn't kill unnecessarily. He saw that unjustified killing when Itachi murdered his entire clan. He hated seeing it and he certainly does not want to be the cause of one. In fact Sasuke probably has more heart than the entire "good" cast in Naruto. Hell probably even more than the sitting duck of a hokage naruto.
Sasuke always had a good heart, he’s the one who taught Naruto what love is all about. He’s the one who taught him what it means to fight for someone dear and what it means to lose someone dear. Naruto didn’t know love or the pain of losing it, he never had it, not until Iruka and Sasuke gave it to him.
“My body just moved on its own… idiot.” - Sasuke to Naruto.
“Never again… I already lost everything before… I don’t ever want to watch those dear to me die before my eyes again…” - Sasuke to Naruto.
“It wasn’t meaningless… to me, you have become my closest friend…” - Sasuke to Naruto.
“One misstep, and maybe I would have come to the same horrible conclusion you did… I thought I had no connections with anyone… Until I met you and Iruka-sense….”, “I finally had a connection. I’m glad I met you.” Naruto to Sasuke.
Sasuke knew love, he knew what death means, he’s experienced the pain of loss, the hatred, the pain of betrayal, and he knew what the hell of loneliness is like. He wouldn’t kill unnecessarily because he can’t be that heartless, it’s not in him. The only time he was able to step on his own heart was when he lost his sanity after learning the truth about Itachi and how Konoha used him to kill the entire Uchiha clan, but even then he was still reachable, for Naruto did reach his heart that he decided to delay his plan of destroying Konoha and fight Naruto instead.
He proves the existence of that warm side of him again by the end when he states that yes, he still considers Naruto the closest friend he ever had, that he must kill Naruto so he could become truly alone, thus, completely free from bonds of love.
His whole path was so he could become merciless yet he still couldn’t do it, that’s how pure he is.
