There's a Shikamaru novel where the villain is upset that ninja are outnumbered and ruled over by normal people, fight and die in wars for them. and that people as powerful as Naruto and Madara are unknown to the common man, and believes that ninja should be the ones to rule. Shikamaru almost agrees with him, but decides to stop him and uphold the status quo anyway because his friends (Naruto and Temari) exist in that status quo.

Right before his eyes, a kunai was rushing towards him with supersonic speed. It's speed was pretty much equal to that of a wind or lightning release. If Gaara had been a normal shinobi, then his skull would've been pierced before he noticed it, and he'd have died. But, Gaara's sand surged out of his gourd and casually deflected the kunai. His sand shield. It was an absolute defense concerned only with protecting him, one that wasn't even connected to his own will.

Pigma betraying James and Peppy also wasn't just a random betrayal, he had a pre-existing relationship with Andross from his time working at the Corneria Defense Force Scientific Research Institute.

Andrew is also not well-liked by the other members of the team, but Andross made Pigma babysit him, and Andrew's connection to Andross provides the team with "immeasurable financial and technological backup".

This explains why both Pigma and Andrew were picked off the team between 64 and Assault; with Andross gone, Pigma was no longer able to manipulate Wolf, and there was no reason to tolerate Andrew anymore either.
