I ‘pulled’ him by ignoring him. I didn’t speak to him for weeks when we first met because he annoyed me. He just wouldn’t give the hell up, so I gave him a chance.

Because grandmothers aren’t Gods, Archibald, your grandmother was not made for the specific purpose of creating the ocean, like Kyogre was. Therefore, it’s reasonable to assume that Arceus created Kyogre as a fully formed being. A baby can’t handle that much power, surely.
