So, did Negaduck recruit QuackerJack, Megavolt, Bushroot and Liquidator BECAUSE the Friendly Four dedicates time to taking him down, or did the Friendly Four come into existence BECAUSE the Fearsome works for Negaduck?
Like, who came first, and if Negaduck specifically picked them out to be his underlings, wouldn't he pick the ones who don't have versions of themselves trying to take him down, or does that mean that the Fearsome are actually capable of overpowering Negaduck, so he decided to make sure they didn't get too confident before they could realize that..?

This is why the 2011 comics are so freaking wierd: They tried establishing a set continuity in a series that handles continuity like numbered balls in a Bingo cage, by which I mean it's more of a luck of the draw and whatever works at the moment works for now. 👀
Like, for example, "A Star is Scorned" brings up the possibility that the characters are very much aware that they're just characters, with Bushroot showing no concern at the idea that he's conversing with cartoon analogs of Walt Disney ("Mr. Dizzy") and Tad Stones (Mr. Rockwell), and he just likes the idea of being the star of the program now. "Twitching Channels" also adds that little snarl where it establishes that Darkwing Duck as a series exists as a series in a fictional world that represents ours, and that Rockwell uses some transmitter helmet to get his ideas for the cartoon by tapping into other realities, even acknowledging that "Chip n Dale: Rescue Rangers" is another reality he could tap into that helmet with.
This kind of stuff really creates a loose continuity that we really can't rely on 100%, which is why I have to just wonder if the comics themselves are just an offshoot universe where the guy in charge of cultivating it read one too many DC comics, but ANYWAY...
I like to think that maybe the Friendly Four came first in the "Negaduck is from the Negaverse" alternate reality, and Negaduck just looked at them and thought:
"Fine, I'll go make my own team, and we'll have FIVE members instead of four, so my team is better than yours anyway."
And then he just happened to stumble on Megavolt, QuackerJack, Liquidator and Bushroot in the prime universe, and decided that was easy enough.
The formation of the Fearsome Five:
Negaduck: I suppose you're all wondering why I've gathered you here today.
QuackerJack: No, not really.
Megavolt: Nope.
Bushroot: I was busy tending to my greenhouse.
Liquidator: Seriously, who are you people?

Negaduck is really no different from Darkwing, physically, and being mean doesn't objectively give him any real advantage other than scaring them. Realistically, Bushroot and especially Liquidator have literally no reason to fear a chainsaw, and Megavolt could probably take control of the chainsaw with his electricity like he does with other machines and devices. I guess Quackerjack could be in danger if Negaduck ever caught him without a toy, but again, no more than if he was facing Darkwing, objectively.
The instant the Fearsome Four gain some self confidence and realize they have powers (well, that three of them have powers and the fourth is the weapons/tech guy) and Negaduck is just "mean guy," he's toast. Or at the very least, knocked down a few pegs.
