Ideas about reducing segregation in New York schools. As I understand it they are advocating something like a quota so that a school's demographics match their surrounding district. At the end of the article is an interesting link to a study by a group called Appleseed.

At today’s D15 middle school fair the DOE folks pointed out the obvious but somewhat brutal fact that you have a better chance of getting accepted at less selective schools. This link from last year gives you some more info you can use to get an idea of how selective each school is. It also shows how many applicants were accepted based on their ranking and also how people ranked different schools. MS51 for example only accepted applicants who ranked it 1st. I’m not sure how this works this year since D15 schools only know whether you ranked them by bucket: 1st/2nd, 3rd-5th or 6th+.
