It seems that the person who made this video and the rest of the campaign (and presumably got money for it) over the course of two and a half years is Firdaus Kharas, the founder and, it seems, sole creative force behind Chocolate Moose Productions:

People make a lot of early Stereolab's krautrock influence and while it's undeniable in regards to the motorik drumming, I felt like the churning guitar stuff was pretty modern. Can and Neu!, the big motorik bands had less distortion and more space.
However, Can's very early work, like in their unreleased (until recently) debut, is genuinely quite similar to early Stereolab, to the point that the guitar tone and organ sound are almost identical—compare the following:
Stereolab, of course, bring a completely different flavor to their music. In any case, Delay 1968 wasn't even released when Stereolab released their first few (or any of) their albums, but it's an interesting coincidence.
