This isn't very hard when you know some of the most genius strategies in human history were incredibly stupid, circumstantial events that led to victory by sheer luck of that strategy working.

Case in point: Tsun Zu's rival defended a city with 10 men against Tsun's army of hundreds by disarming his own soldiers, dressing them in plain clothes, INVITING Tsun's army to come in, and it only worked because Tsun knew the guy was an ambush master and thought "if we attack the city he's inviting us into, we will die." and left without even trying ON THE BASIS OF HIS RIVAL'S REPUTATION AND NOTHING MORE

Another example: Tsun Zu, on being told his soliders were out of arrows during a battle against a city across a river from them, had his men craft scarecrows, put them on a boat, send it out on a line, leave it there for half an hour, then pull it back in and used the arrows the enemy had fired at the boat to restock their own ammunition. It only worked because it was foggy and the enemy couldn't tell the difference between the scarecrows and actual soldiers.

Stupid things like that work INCREDIBLY WELL if the circumstances favor them, so you really don't need to come up with some multi-layered, Shikamaru-esque strategy. You just need to come up with a strategy you like for the characters involved, then write the circumstances (weather, environment, individuals involved) to favor it enough that it works.

i agree with the gist of the above, but i wanted to give more writing advice because you do not WANT your genius strategist to sound like their strategies only work by accident (unless you are writing an "accidental genius"). you want your strategist to be looking at the circumstances and going "under these conditions, we can do this..." and then have them be right (or mostly right). it is not usually narratively rewarding for events to happen by "sheer luck" (unless you are purposefully writing something where luck/magic/divine intervention is at play, but i don't think that's what we're talking about here)

i do think it's easiest to pick a cool outcome and work backwards, but remember that your CHARACTERS are not working backwards. they are working with what you give them. say you want to do the scarecrows on a boat strategy. if the fog only appears that morning as an act of god, your strategist will look like they just got lucky. they will not seem smart and the narrative payoff will be less. instead, write so that they are using fog that's fucking everything up anyway. make sure you mention every piece of the strategy prior to your character putting it all together: the fog, the presence of the materials you need for the scarecrows, the river. mention it's foggy and moist and damp, that it gets especially bad at whatever hour. make your soldiers miserable and cold and soggy over it. trick your reader into thinking this is a problem everyone has to work around. maybe mention the moist air has made all the hay they have for horses rot and now they can't use it and they're worried about supplies and everyone is upset.

and then have your strategist go: ACTUALLY, we can use this fog. we can use this rotting hay. we can flip this whole thing to work for us. and now your winning strategy doesn't seem like a huge ass pull AND you have the narrative pay off of all the pieces you've laid out clicking into place.
