Its either Arima or Kaneki is the real OEK. I don't remember there has an OEK even prior to Kaneki's arrival on Ghoul world. Maybe he was raised to be the one that fitted the role to annihilate V. And once the job's done he will sacrifice himself (as in killed himself) before he gone berserk. Maybe the whole OEK is just a bluff from Eto but come to realize than someone can really be OEK based on her ideas.
