YAYY I'm so happy you're as crazy about this AU as I am, I can't stop thinking about it. Prepare for rambling thoughts, would also love to hear what you think. Feel free to disagree with any of this.
The Jedi Order as the US government is an easy comparison to make, that's pretty much what it was designed to be, along with the turn into the Galactic Empire, so it's crazy natural for it to stand in as A.S.S. with both Curt and Owen starting as Jedi Knights. The Jedi were the "peacekeepers" but as the Clone Wars started, they became much more of a military presence, also very easily compared to spies and espionage work or police. I think Curt would believe in this wholeheartedly, but Owen would question the path of the Order more, similar to how Qui-Gon Jinn felt about it. He would turn towards the will of the Force more than blindly agreeing with the Jedi Council, especially with he and Curt's Force-bond and their connection.
Thus, when Curt abandons him during Order 66 and he's found by the Grand Inquisitor, he realizes that for balance in the universe to be achieved, the Dark and the Light have to be even, so he joins the Empire as an Inquisitor and hunts down Force-sensitive people, namely surviving Jedi. He probably wouldn't agree entirely with the Empire either, but he uses it as a way to find Curt again. The way their bond works is that it connects their feelings and even their abilities together, so I like the idea that because Curt closes himself off to the Force, his power is sapped by Owen through their bond. He was powerful before, especially with mental ability, but Curt was better with combat and sheer brute strength, so he absorbs it. He can still feel much of what Curt feels, and it's become so overwhelming that he's resolved to kill Curt and just deal with the empty wound of a bond instead.
Cynthia I made Curt's Jedi Master, his mentor basically. She would be the definition of tough love, and barely any love at that. Beating the shit out of him constantly, but Curt is strong enough in the Force that he still advances very fast through his training. I don't know who Owen's Master would be, because we don't get any mention of his handlers in SAF. I thought about giving him a Star Wars character for that role, like Agen Kolar, because I love the common pattern of Masters and Padawans being polar opposites with how they view the Force and the Jedi Way. Kolar is a militant and strict Jedi, more attuned to fighting than peacekeeping, and this would make Owen swing the other direction, while also becoming more disillusioned with the Jedi Order.
For some of the other characters, I think Barb would be a ship mechanic, and would maybe come on missions with Curt because he had a habit of crashing ships Skywalker-style. She's in love with him but knows it's hopeless because of the Jedi code, something he uses as an excuse constantly. The Informant, maybe an independent who frequently helped the Republic for money? I don't see them as a Jedi, but they would help the Republic and the Jedi over the Separatists. They could honestly stay as an informant. Baron Von Nazi is easy, a clueless Separatist politician being played by the Sith (Chimera, even?) and Sergio could stay as an arms-dealer working for the highest pay.
Tatiana I could see as an ex-Separatist Sith assassin, similar to Asajj Ventress. She's Force-sensitive and was groomed into the Dark side as a child, destined to be a Sith, but as she grew older became more aware of the horrors she was committing and became a neutral Force-wielder. I like the idea of her having a yellow lightsaber like Ventress too, maybe she dual-wields. In my AU, I would like Curt to run into her when he begins opening up to the Force again in his search for Owen, and they become partners/friends.
