I have this little theory that Neteyam had a private talk with Lo‘ak before Jake gathered them all together, already knowing what their parents will except of them and trying to convince Lo‘ak to stay out of trouble for the sake of their family.

I think Neteyam told him to behave and maybe they got into a small argument over it, because he appears to be very upset in the very first seconds of this scene, especially with the way he pulls Lo‘ak to sit down.
