SVETKA is open and welcoming of all persons, who, motivated by the spirit of liberty and justice, choose to become a part of its development.

SVETKA welcomes amicable and equal relations with all free nations.

INSTRUMENT OF GOVERNMENT OF THE KINGDOM OF SVETKA

Enacted: 16.VIII.2023

1. During the time necessary for the political and social formation of the Kingdom of Svetka, the King of Svetka shall serve as the supreme authority of its government.

2. The King shall be assisted in such duties by a State Council directly appointed by him.

3. Upon the formation of the Five Clans, this State Council shall be dissolved and reformed, being subsequently composed of the heads of the Five Clans, including the Royal Blackbird Clan, or their appointed representatives.

4. The King may enact Decrees during this period of provisional rule, which may be objected to, amended, or vetoed by the State Council.

5. The people of Svetka retain the right to recall any member of the State Council.

6. The people of Svetka retain the right to submit legislation by means of a Popular Initiative. If approved by one tenth of voters this proposal shall be submitted for the appraisal of the State Council. If approved by more than half of the voters, it shall be considered to become law.

7. Any legislation passed during this period of provisional rule shall depend on its confirmation by a National Assembly after the end of such a period to remain in effect.

8. This National Assembly may also amend all legislation passed during the period of provisional rule.

a. Amendment of the Charter of Rights shall always depend upon a two-thirds majority of votes by all members of the National Assembly.

9. This Instrument of Government shall be considered to be legally extinguished upon the election of the National Assembly.

10. The whole body of the people may request the formation of a National Assembly and the drafting of a Constitution when the State Council deems the population of Svetka to be sufficient for the establishment of democratic rule.
