In his civilian life, he decided to do something to help Gotham after he experienced a bar fight. Through a strange set of circumstances, he decided that dressing up as the world's fastest bird at night was the best course of action he could take.
The Peregrine Falcon is a wide-range fighter, using the archery skills he learned in Boy Scouts to take down his enemies (petty thieves). While he's not opposed to lethal force if necessary, he much prefers a more defensive approach.
