I've seen this take and may I point out that even if it was the other way around and Fuyuhiko actually killed instead, nothing would change except where the names are in the sentence.

Peko could have a strong development if she survived instead of Fuyuhiko, learning to deal with her guilt of not protecting Fuyuhiko and discover herself with the help of the others (particularly Chiaki,Akane,Gundham and Hajime imo) and people would probably praise her development

If that had been the case Fuyuhiko would be called the crux for Pekos development

The whole take of Peko being a development crux is pretty contradictory because no matter which of the two is executed one would be considered a development tool
