From his iconic photo book "Worlds in a Small Room" which featured images he took of people around the world, mostly on assignment for Vogue. He spoke about how removing subjects from their natural environments and placing them in a neutral space that belonged neither to them nor to Penn (he used portable studios and natural lighting), with nothing but their own clothing and adornments, "away from the accidentals of daily life" transformed the way they presented themselves. "These remarkable strangers would come to me and place themselves in front of my camera, and in this clear north sky light I would make records of their physical presence. The pictures would survive us both and at lease to that extent something of their already dissolving cultures would be preserved forever."
