My headcanon based on comics where Foggy depicted as asthmatic :

I think that Foggy has exercise-induced asthma , that also affected by his allergies. Nelson was diagnosed with asthma when he was 6 year old boy , the disease was active until he became 16 . Then Foggy had a long period remission until he become 31 and wanted to and wanted to go for a morning jog. On the first day everything was fine, but on the second day he had a serious asthma attack. Since then Foggy Nelson always caring inhaler in pocket.
