Project Safeguard is an unethically-conducted experiment on "expendable" individuals with the intention to create Autobot flight frames, of which has either never existed, or has not existed in living memory of Cybertronian-kind. Given the unprecedented nature of such an experiment with a high chance of unforeseen complications, Ultra Magnus selected test subjects now known as "Jetfire" and "Jetstorm" solely for their disposability, without their consent at any point in time. If successful, Ultra Magnus intended to create future Autobot flight frames to match the Decepticons air power on the battlefield.
Project Safeguard uses schematics, code, and CNA extracted from the escaped Decepticon prisoner "Starscream" in an attempt to create a similar Seeker model with an Autobot frame. From Starscream's schematics, test subjects "Jetfire" and "Jetstorm" were remodelled from their mini-truck modes to harrier jets, largely successfully. Starscream's flight protocols were also integrated with huge success, overriding their drive protocols with little to no issue. The injection of Starscream's CNA caused the most issue, altering their frames and, more importantly, their sparks permanently. As a result of the injection, test subjects "Jetfire" and "Jetstorm" now have Decepticon-like strength, speed, size, and reflexes associated with Decepticon juniors of their age. Their powers have also been boosted significantly: while they had not developed their powers prior to experimentation, as they were too young to have reached that particular milestone, it is speculated that Starscream's CNA amplified their powers from industrial-grade to weapons-grade. It is anticipated, though untested, that Starscream's CNA has the potential to cause behavioral problems as the test subjects grow and develop into adult Autobot/Decepticon hybrids. As a result, Project Aerialbot has discontinued the procedure of infusing Decepticon CNA into a test subject while Project Safeguard continues to observe the test subjects on the matter. Project Aerialbot continues to use Starscream's schematics and code when necessary, but largely bases itself off of the work of Project Safeguard.
It is also noteworthy that the injection of Starscream's CNA has caused certain behavioral changes in the test subjects, as they seem more aware of their surroundings and situations than others of their age and know better how to use the tools given to them. Such a change did not occur when Starscream's flight protocols were implemented. So far, no other behavioral change has been noted other than possible anticipated outcomes.
Test subjects "Jetfire" and "Jetstorm" are presently being tested and monitored in the battlefield to expand upon flight protocols in an Autobot frame, and to gauge the efficacy of an Autobot flight frame against a Decepticon combatant. It is anticipated that when all testing and observation is completed on these test subjects and nothing new can be learned, they will be evaluated for either potential disposal or further experimentation regarding their altered CNA.
Jetfire and Jetstorm are best described in human terms as "prepubescent children" who were selected for an unprecedented experiment that changed their lives forever. Previously refinery workers, a workplace accident brought them to the brink of death, which made them viable candidates for Ultra Magnus's Project Safeguard. They have since been inducted into the Elite Guard as junior officers, without their input on the matter, and put into Sentinel Prime's charge. They follow his orders on all matters unless otherwise stated, but otherwise engage in various shenanigans that is completely expected for children of their age despite the incredible trauma they have gone through. They are polite, respectable, curious, prone to getting into mischief, attentive, and amenable to correction. They obey most orders given to them and strive to be as good and nice as possible, but have not formed solid definitions of what those words mean to them yet. They are terrified of everyone involved in Project Safeguard, sans for each other, but are of the belief that the big adults know better and they should try to make them happy by doing what they say. They still fear death, but do not fear combat, and so engage in it recklessly. As children, there are a number of things they are unaware of or apply faulty logic to, and may make poor decisions as a result.
Another thing of note about Jetfire and Jetstorm is that they are the first combiners since the Protectobots wiped combiners out in their attempt to cleanse their society of undesirable attributes. The capability developed in their frames naturally, before Project Safeguard, and they discovered the capability through their various shenanigans. Initially, it was employed to bypass height restrictions at the cyber-circus, play jokes on people by pretending to be someone else entirely, and complete work tasks that required more strength than the two of them alone had, but has now found use in the battlefield. Their combined form is 2.5×/3x stronger than the two of them working together in their separate forms, and it boosts every attribute the two of them have to make someone more dangerous than just the two of them. In their combined form, neither takes control of the other, they both work together to complete each and every action. They both speak, or they don't speak. They prefer not to combine unless it accomplishes a set task. It was initially just fun for the two of them, but they have some awareness that there is a societal distain for this ability, and so have not combined outside of combat situations they have deemed necessary.
As they are the only combiners at present, the Autobot Commonwealth is studying as best it can what allows this link, and if it should be used to its benefit or screened and eradicated from future models.

This is a bullet list of information relevant to the Jet Twins that did not appear above, and is pertinent to RP. Changes are inevitable.
As stated, the Jet Twins are very young children, but I want to add that this is visibly obvious to Cybertronian characters, at least of the TFA continuity. It is not obvious to us, but it is obvious to them. You may, of course, have your character perceive them as you see fit.
They may act mature for their age (given the CNA thing and also I can't write young kids), but they very much are kids.
As stated, the Jet Twins possess the same strengths as most Decepticons their age, but for the most part they are not on par with Decepticon adults (even though they can outfly Lugnut and Starscream clones).
I personally place them at their comic height rather than their show height, which has them barely touch Jazz's bumper. For another comparison, they are about a head shorter than Bumblebee (Bumblebee's head, specifically). Their combined form is now very slightly shorter than Sentinel, rather than standing at around Starscream's height.
The Jet Twins are severely traumatized, and severely unaware of it. They do not have the words or understanding to piece together their pain, or why they are hurting, or that they are emotionally and mentally troubled. It shows in their behavior sometimes, but it otherwise will rarely come up.
Following this, the Jet Twins are afraid of medics and medical work being done on them, even though they constantly endure it as they have no choice in the matter.
Between the two of them, Jetstorm remembers more of their lives before Project Safeguard than Jetfire does. Jetfire had much of his memory banks corrupted by extreme fire damage from his processors melting due to energon fires. Jetstorm, instead, suffered physical trauma that did not hinder his memory. They both have suppressed memories of their experimentation and cannot remember it very clearly, but Jetstorm still retains better memory of it than Jetfire.
Jetstorm's optics are yellow in color rather than blue, it is just covered by a blue visor.
The Jet Twins have severely dampened pain sensors and will not appropriately respond to pain of any kind, especially for their age but also when compared to an adult. This has its pros and its cons, of course. Mostly cons.
The Jet Twins LOVE the cyber-circus and will attend it at any opportunity to do so.
Their love of the cyber-circus gave them a strong predisposition to martial arts, as they would emulate many of the gymnastics performers would do on stage. This improved their work performance at the refinery, as they gained the ability to climb walls and run across tightropes, and now makes them take to Jazz's instruction more easily than individuals without that interest or prior history.

The Jet Twins, primarily Jetfire, enjoy photography and frequently take pictures of each other doing whatever nonsense they have gotten into or whatever they are observing that interests them.
The rest of this list is a series of individuals that pertain to their stories, and how I feel the Jet Twins would feel about them.
The Jet Twins are extremely friendly and polite by default, unless if an individual is a Decepticon. They have some awareness that they are in a multiverse tumblr blog (for sake of ease on my part), and so won't attack on sight, but they are less likely to trust a Decepticon unless given reason to do so. Otherwise, they have a limited concept of "stranger danger" unless the individual does something to scare them.
On top of this, they try to be as respectful as possible to everyone they meet, referring to individuals they perceive to be adults as "Mister" "Miss" "Mx." or by their full title unless they otherwise feel it is inappropriate (such as Decepticons they do not know).
The Jet Twins are terrified of Perceptor, Wheeljack, and Red Alert. As their primary experimentors, they associate these three individuals with extreme pain and torture, lack of agency, and irreversible changes. Their terror of them is almost always obvious, but they try to never be disrespectful to them and follow their orders as they, again, have no real agency left in their lives.
They are also afraid of Ultra Magnus, to a lesser extent. They are unaware he is the primary reason they were forcefully placed into Project Safeguard and is the main reason for their mistreatment, so they do not treat him with the same fear they give the previous three. They do, however, associate him with lost agency and are afraid of what he might order them to do. This fear is less obvious.
They are not afraid of Jazz, to them he is their friendly martial arts teacher and they like him for teaching them cool things such as "walking on walls" (great things to teach your five year old). They trust him and would like to hang out with him more often.
The Jet Twins absolutely adore Sentinel Prime, thinking he is the single coolest Cybertronian ever protoformed. They think he'll be the greatest hero of Cybertron, if he isn't already, and have latched onto him as someone to follow and emulate. They also have essentially adopted him as a father figure, only refraining from calling him such out of respect to him. To them, he is their dad and they love him to bits.
The Jet Twins have a slightly positive impression of Optimus, but nothing more elaborate than that and are otherwise neutral towards him and his crew (which, of course, means they are now exceedingly friendly, provided that they do not think they are Decepticon traitors).
Ratchet is an exception to their positive impression of Optimus and his crew, as he is a medic, and their impression of medics is "scary". They try to avoid interactions with him whenever possible, and seem to be polite to him out of fear rather than respect. This has nothing to do with how Ratchet has treated them.
