Tobirama is not nice. Canon wise, he grew up in war. In a time where even children were given weapons as soon as they were capable of walking. So Tobirama is not generally a nice person, and will come off as cold or crass. This is from his environment and how he was raised. He is very standoffish with people but does not let this trait complicate things politically. 

Tobirama is straight forward, blunt and rather to the point with nearly everything.
