I feel sorry for the Phantump along with you and your Torterra. Being in an area that has negative views on Phantump must suck.

Unfortunately, if it's haunting your Torterra, then something about it is comforting to the Phantump. The kindest and least damaging way to get rid of it is to try and figure out what it is about your Torterra that's a comfort for the Phantump and find a way to recreate it somewhere less populous. It may take longer than you'd like, but it's the best choice.
