Important thing to note about this scene, while mike doesn't flirt back with Will, he doesn't seem weirded out or awkward about it. He seems genuinely happy. You can even see his arm go up slightly like he's going to push him back but then he hesitates.

If Will's arc in act one was about him accepting himself then it isn't crazy to say that Mike's will be similar.
