You think about the people who buy doomsday kits in the modern day and you think "they're delusional idiots" and then you think about the kind of people who sell doomsday kit who most likely think "well if they're that stupid to waste money on this, I'll take their money" and then you imagine the doomsday kit manufacturers turning to the salesmen and saying "yeah no it's actually happening, but gee aren't you glad you've still got stock" and that's really how I view why Barb was even working at vault-tec
Hank's mind has been wiped, allegedly irreversibly, at the end of season two. However, the agents he mentioned can't possibly be imprints of the congresswoman. That doesn't make sense at all for their purpose. If he's chipped several people with a new secret mission and personality -- one that is cunning, duplicitous and willing to do anything -- I think it's obvious whose brain he would use for that purpose.
Hank as we know him is not gone, on the contrary; he's out there in several new bodies.

so. the thing i have been wanting to say about the ghoul and lucy is i think one of the reasons that he treats lucy the way he does apart from the fact that he's an asshole and has been twisted by the wasteland is that he used to be just as naive as her.
it's present in season 1 as well but season 2 really highlighted cooper's naivety in the flashback timeline. this man served in the military and admits he got nothing in return and he still believes in the american dream. (speaking of season 1) he has absolutely no idea what barb is up to at her job other than where she works until he nearly gets blacklisted and moldaver makes it undeniable. (and spoilers!) he gave the president of the united states access to the most powerful weapon in the world because they claimed they were going to use it for public renewable energy and he believed them.
and the other characters can see it. that is what house's outburst is about at the end of their meeting. barb is constantly at her wit's end with it. when she and cooper have their fight in the lucky 38 she specifically says "this is not one of your movies with a happy ending." because she had already tried to do the right thing.
like, yes, he is fucking with lucy a lot but there is an air of sadness that paints most of his interactions that she is oblivious to. and i think it is because he can see her striving headlong into exactly the same shit he did when he was already twice her age and he knows that he can't stop her because there is only one result that she will find satisfying and that is seeing it through herself. and i think that's also why he finds himself saving her even when he tells himself he shouldn't. (and why he silently roots for her and maximus. because i think there is still a bit of a naive streak in cooper that wants to see everything work out against his better judgement. even if he tells everybody that side is dead.)

If I knew how to mod, I would add Bobby Apartment to New Vegas prob as a ghoul that you can recruit as companion (probably after rescuing him) and have a torrid affair AND you also could have it intersect with the Cyber Affair mod that restaures the Mr House romance so you could bring Bobby Apartment to the Lucky 38 and he's the only companion you can bring into the Penthouse and you just watch in the most weird and hot third-wheel way as they have a very hot-and-heavy conversation the first time this happens because they're reunited in the most unexpected way. Also the both of them NEVER really explain that Bobby Apartment was a body double for Mr House, the courier can only Guess if high int, otherwise is just like "hu, who would say" lolol
Also he would TOTALLY say his name is Bobby Apartment and if asked he just say it's a joke that got out of hand and feels more like a name than whatever was his name before lol
