Yeah, I’m gonna stop you right there, Amon was not communist. Neither was Kuvira a fascist. In actuality, Amon was the fascist and Kuvira was simply a dictator.
First off, communism is an economic ideology, not a political one. And it can be best summarized by Karl Marx’s statement: ”to each according to his needs, and from each according to his abilities.” which simply means people get things like food and clothing as they need them, and give back to the state what they can. If Amon was a communist, he’d be conspiring to overthrow Republic City’s capitalist ventures, such as the Satos or the cabbage guy, instead of working with Asami’s dad.
In contrast, fascism is a form of totalitarianism (single party state, one undisputed ruler, total control of civilian life) that makes use of propaganda and other ”us vs. them” tactics to influence the populace. Examples include Hitler, Stalin, and Mussolini, from which the defining fascist quote ”all within the state, nothing outside the state, nothing against the state” comes from.
In particular, fascism makes use of propaganda to villainize one group to control another (Hitler pitting Germans against Jews, Amon pitting non-benders against benders), romanticized or otherwise altered history (Hitler saying Jews are the reason Germany lost WW1, had to pay reparations, etc, Amon pulling sympathy from a fabricated backstory and defaming the avatar and council) and promises of a frankly bullshit future (A prosperous Germany populated by an Aryan race, Republic City being a non-bender utopia). OP may be thinking of communist Russia as inspiration because the ”state owns everything” aspect of communism meant it was extremely easy for Stalin to turn it into a fascist state.
As for Kuvira, she is definitely a totalitarian dictator with her plan to unite the Earth Kingdom under her sole leadership, but where Amon went the fascist route of propaganda to create an army, Kuvira went straight for brute force and preyed on the Earth Kingdom’s instability and it’s citizen’s desperation to gain power. Close, but no fascist cigar.
Also, as much of a capitalist as he is, Varrick’s role in the story is more about his war profiteering than his capitalism.
