this one is interesting because, depending on how you look at it, to an extent i agree!!! narratively, i do wish she got more to do that didn't involve him!! (it's almost like kishimoto can't write women, shocking i know)
but from an in-universe perspective??? she is so very much her own person, and her goal is to make the world a better place. admittedly, it does take some inference work but my evidence is:
1) it's just kinda a given looking at how her own childhood was like that she wouldn't want anyone else to go through that
2) she was vocally against the konoha invasion to begin with because she didn't want pointless deaths (... and especially after what happens you can assume she takes it upon herself to want to make things right)
3) in her intro scene (this was sadly cut from the anime), she explains that the reason why they take the chunin exams together is for political relations. you can tell she's really into it too because she gets mad when naruto interrupts her
4) given that she ends up running the chunin exams herself (which requires multiple trips between villages), in addition to the above point, you can assume that she really likes her job for the politics of it
5) she outright tells naruto that she's in awe of his ability to change people, so here you can see that the concept of changing for the better is very important to her
6) just look at the scene where she was immensely proud of gaara for his speech that united the nations
like, yeah i do wish the last databook gave us something else about her character too but. just look at what you're quoting, "to create" means that she's the one ACTIVELY doing the goal! "alongside" is not a passive word either!!
as for where shikamaru fits into this
1) i mean. she does love him
2) given their relationship as chunin exam co-proctors, they're already on the same page about where they stand about intervillage relationships
3) protecting the king is his main driving force, which is again basically just creating a better future so they're on the same page there too. they were already heading the same direction
as for her not supporting her brothers or suna?? what??? for one thing. um. the use of the word "world" in "new ninja world" does... include suna... also. like. what do you think gaara's job is lmao.
now if you want to talk about how she's living in konoha that's a whole discussion in and of itself. (i personally still have mixed feelings about it) but even with how incredibly inconsistent her character is written in b*ruto like. in episode 97, even if it happens off-screen, she does say she's going to suna to a banquet to support gaara for political reasons. also just in general you cannotttt tell me she doesn't love her brothers!!!!
re: the tsukuyomi. admittedly i think it's hard to make heads or tails of analyzing anything going on in there, but, uh. temari didn't have one in the manga that was entirely anime-added sooo make of that what you will. (... also shikamaru wasn't even in it???)
