because OP is so right, this show is a love story. and specifically this scene is the love story of how Judith loves Debbie so much that she unintentionally gives Debbie the one thing she's always dreamt to see. David unwittingly kept Debbie from it when they first met and in 30 years of relationship, he never bothered to actually make it happen, when it would have been such an easy thing to do.
but Judith would do everything for Debbie. she's so exhausted because she was doing everything to protect Debbie, to keep her safe, she was putting her own life on the line so Debbie would live and be safe. and she's not even aware that she's made Debbie's dream come true.
and Debbie knows that. she knows, somewhere deep down, that she was meant to see this view she's always dreamt of with Judith, not with David, because her love for Judith is so much greater, because Judith matters so much more to her.
