It's definitely on brand! I've always loved how easily we can even go back to the show itself, when fandom DARE tries to discredit Kim's battle prowess, when even Tommy in his PRIME, acknowledges her saving the day!
A bit of a small rant here, but really not a fan of others acting like what Wesker put Jill through in 5 was 100% about his vendetta with Chris.
Guys, Wesker hated Jill too.
From chapter 5 of the re5 novella:
" Wesker's actions had one reason--- He wished to give this lady, who resented him as much as Chris did, a taste of a suffering worse than death, by injecting her body with the Uroboros Virus which hadn't been completed yet."
Wesker kept Jill captive and under his control for 3 years. He would of not of kept her alive for that long solely just to piss Chris off. He wanted to make Jill suffer. If he had any mercy, he would of killed Jill.
I know Jill not having a huge physical role in 5 doesn't help, but come on guys.
The way this fandom CONTINUOUSLY takes away from the little bit of narrative agency they have given the ladies, is downright pathetic. Hell, it's DISGUSTING to me.
Even recently, I've seen people trying to suggest that Wesker WANTED Chris to show up, so HE had Irving leak intel mentioning Jill, when the complete OPPOSITE of that is CANONICALLY true. Also...HELLL NO, does him contemplating killing and BEATING Claire up, because of his HATRED of Chris being ONE (not the ONLY) person who ruined his plans at the Mansion, mean he had some secret crush thing for Chris, nor does multiple times trying to KILL HIM. Abuse, attempted murder, attempted mass genocide, etc is nothing to romanticize nor trivialize. Likewise, with some folks tryna say Wesker "took care" of Jill (despite torturing and enslaving her), because she had to be fed, and he healed her body. Like he had some damn redeeming qualities.
What Wesker did to Jill was on a WHOLE other level of evil, and it was PERSONAL, and it goes BEYOND people failing to grasp that Wesker's beef with Chris, was related to his beef with STARS. Wesker HIMSELF, in his REPORT file from CVX (and the amended versions thereafter), all have him say he underestimated Chris AND JILL! He vowed to make them PAY some day. Wesker was simply going to KILL Chris. Not keep him around to torture, etc.. He was going to KILL HIM! He was going to Kill him in CV as well, but ended up distracted (Alexia making her presence known, and then he opted to prioritize leaving the facility, and continuing his endeavors elsewhere). He ultimately got what he came for (same reason he ended up letting Ada go in RE4R). Truth be told, if he had spent less time TOYING with Chris, he'd have BEEN dead!
Some will bring up Wesker focusing on Chris more in Umbrella Chronicles...yeah, a rushed, outsourced game, meant to give Wii players something, since RE5 would be skipping them, and was LACKING CV to reference details from, but still meant to LEAD into RE5 (just like DARKSIDE Chronicle's NEW material for Leon is DIRECTLY related to the events of RE6). They had to emphasize a battle coming, meanwhile Darkside Chronicles glossed over their conflict. Wesker engraved the words "I won the game" (using his knife), with Chris understanding Wesker took Steve, and then they saw him when they were flying out. They did NOT forget he was Jill's main enemy as well. RE5 was designed with Chris and Wesker having their final confrontation in mind (even when it was a single player game), but Jill was always the centerpiece of the narrative. Chris got more of the physical battle with Wesker, while Jill got more of the psychological side of it.
Wesker himself, in his NEW material on how he got out of the mansion, had him state he hoped Chris and Jill lived long enough for their reunion.
At the end of their portion of the story, it was JILL who was focused on Wesker being out there still. Jill had the final focus shot of their scene.
People who use the meeting (in CV) between Chris and Wesker to DIMINISH and TAKE away from Jill, really show ignorance. YOU don't get to say who's story was more canon, when NEITHER can be fully canon, and Jill's support character (Barry) was DIRECTLY tied to Wesker's story and his goals BEYOND Umbrella. Even the RL on the helicopter was Barry's doing. BOTH characters are credited for uncovering the truth, and taking out the tyrant (Jill being the most associated with the RL even). Jill was originally supposed to lead CV as it was, and despite things changing, they didn't ignore she was a target of Wesker's too.

Note Wesker doesn't credit ONE person for defeating Tyrant, he pinned it on them collectively. Jill and Chris are credited for resolving things at the mansion in the original RE2's opening. So I'm not interested in people in the fandom, who have the audacity of trying to discredit what Jill IS credited for.
Even in the CURRENT RE engine ERA timeline, UMBRELLA themselves is saying Jill has the EXPERIENCE and SKILLS, WORTHY of making HER Nemesis's PRIMARY target. That would not be the case if she didn't display the skills at the mansion!
From the Collector's edition artbook:
"Jill Valentine in particular possesses exceptional decision-making abilities and technical skills and is worthy of designation as the primary target."
"continue to use Valentine for data collection. Additional compensation will be provided upon submission."
"Strong, under pressure. Stay Vigilant."
Also, for those who don't know, that shot of her apartment REPRESENTS the SPIES Jill was trying to tell Brad about in her letter, monitoring her from the building across from her apartment. Hence one of the reasons she stayed fully dressed and was on edge/barely sleeping/eating.
My point in showing this, is to say you know someone is on some BS, if they wanna act like Jill didn't do anything at the mansion, or even DARE erase what she's credited for, to MINIMIZE Wesker's hatred of JILL! EVENTHOUGH WESKER DOES THE WORST to JILL. Wesker AND Umbrella wouldn't be telling no damn LIES about her! Capcom reps, and even CG film production interviews wouldn't also REPEATEDLY say that Jill is EQUAL to LEON AND CHRIS! It's even ONE of the excuses for why some opted to AVOID using her in the cg films.
Wesker said he wouldn't allow anyone to interfere with his plans, AND eventually he'd make the surviving STARS pay the price. In the various versions, it did focus moreso on Chris and Jill being his main targets (visually)...which should be a given, they were the leads of the game.
He also described Ada's actions with Leon in OG RE2, as a "betrayal" and even noted that Ada failed, because she let her affection for Leon get in the way. They literally TELL YOU constantly what is what, and fandom thinks they can TWIST things for their own narratives, and thus you still have people BS'ing about Ada, and FAILING to grasp just how significant her role is, ON and OFF the screen.
In the opening to her UC scenario she said "Something about meeting with Leon changed me." RE4R she opens her campaign affirming everything changed for her that night in RC. The foundations of the these major characters are still ultimately the same. Meeting Leon, deeply impacted Ada, and THAT (despite some in the fandom acting like Leon's story didn't matter as much as Claire's because of Birkin), alone has had a MAJOR impact in the overall story of RE, but also Leon himself. HE would NOT be where he is without her. Likewise, Chris would not be where he is without Jill.
Wesker valued Ada's skills, and thus made sure she made it out of RC in the OG timeline (which hasn't been retconned as of yet). She questioned what would happen if G got out, after seeing what happened with T-virus. RE4R continues to imply that Ada and Wesker have been collaborating over the years since RE2R. She's even familiar with Krauser, despite the major changes to his role/background. Wesker tends to dispose of those who no longer are of any use to him.
Ada said in UC: "Wesker.. He only cares about people and things that he can manipulate for his own ends. Apparently I am still useful to him, but I know the day I stop being useful is the day I am disposed of..."
This is still valid in the CURRENT era's timeline.
Yet, Wesker's FATAL mistake is the fact he KEPT letting those who WOULD or COULD interfere with his plans live, or trying to leave it up to BOWS or others to handle it for him. Ada kept LEON alive, and he GRINNED upon hearing Ada didn't blow up the whole island (likely knowing she did it for Leon, DESPITE her trying to downplay her feelings STILL, by only saying he would even blow up the president's daughter, not giving a DAMN about the ripple effect of that).
Ada ended her UC scenario saying she survived the fate of RC thanks to his warning, but knows he only did it because she got her hands on a G-tissue fragment. She said she would settle things in time. She mentioned how they were both used to being backstabbed and manipulated. She had a feeling they would partner for a little while longer. If you look at her final thoughts in her report in RE4, she said,
"...but the battle is just beginning." She's talking about with Wesker. It didn't paint a picture, that she wouldn't have some involvement. Ada said she would settle things "in time" in her ending to UC, that didn't necessarily mean it would happen in RE4. She also made it abundantly clear, she knows he might get rid of her, at any time. OG RE4, showed she already knew of his connection to Tricell, and said they had to remain vigilant. RE4R, still paints the picture, that she was going to have a hand in trying to stop his plans, right after he informs her his plans will impact billions. She forcefully redirects one of his choppers, knowing she'd be targeted. There's no way, it would just end with her taking the Amber (she was never going to give it to him). Her reaction was tied to his endgame plans. Why am I bringing up Ada, in a post about Jill and Wesker? It'll make sense further below.
What did Wesker say in his report? Eventually, he would make STARS pay. Again though, note this focus on usefulness and disposal. He manipulated and used Barry in RE1, and then instead of having him around for combat data with Tyrant, he was having him go wait up top for him. Barry's role was ultimately to lure his comrades to the Lab, with Wesker assuming the Tyrant would kill them. Wesker also found him easy to target, because he was a family man. HE KNEW Barry would comply for his family's sake. He used him for his personal purposes, not Umbrella. The fact Wesker wanted Barry to LEAVE the lab, and wait for him, tells you he enjoyed using him, and maybe he might've manipulated him a while longer.
Note that Wesker ALSO used Chris and Jill's emotional connection, to get them to explore the mansion LOOKING for each other. Jill being told to explore on her own, with the idea, she might find Chris, and with Chris, leaving Jill's gun behind for him. In cutscene form, they made SURE you noticed her gun. LOL, RE1 even gives Chris flavor text, pointing out it's hers.
There was a NARRATIVE function as to why Chris didn't START with a handgun, and why he ends up getting Jill's! Chris being lured to find Jill, by Wesker, is NOT something true with RE5 though.
Despite Ada still protecting Leon, she still betrays Wesker in RE4 (the remake letting us see it unfold for ourselves, and affirming she was never actually working FOR him to begin with, and his own reaction), he let her be for the time being, knowing he got what he came for (he had already set his eyes on Krauser the last time he confronted Ada-- as a backup plan). Just like he ended up doing with Chris in CVX. He didn't end Chris and Jill while in Russia either, because his focus was primarily on something bigger. He was arrogant and foolish at the same time, because he thought he was superior. People gloss over the fact Wesker wanted Leon killed, just because he COULD get in the way of his plans (that's in both timelines). Ada didn't save him so she could "manipulate him later." That's categorically false.
You STILL have people ignoring an IMPORTANT detail the Lost in Nightmares DLC ADDED to RE5's lore. ADA WONG had Irving as HER informant. He was not someone loyal to Wesker/Tricell. They PURPOSEFULLY told people "most importantly" Irving was tied to ADA! Spencer's servant, didn't know Ada wasn't working with Wesker anymore, but he was banking on Irving being tied to Ada, being a surefire way to get Wesker to see Spencer, when and where he was desired. This info wasn't meant for just anyone to find, which is why ONLY Wesker, and Chris and Jill had it, and appeared the same night.
Chris explained what got them involved.
"Jill and I were pursuing a man named Albert Wesker. He was a top official with Umbrella, and the leader of our STARS unit. I met him again after the Raccoon City Incident on Rockfort Island. Since then we've been trying to track him down. Then a few years ago we got a tip from a reliable source. The whereabouts of Umbrella's founder Ozwell E. Spencer. So we paid him a visit hoping he'd lead us to Wesker."
The DLC's version:
"A few years ago the BSAA received intel as to the whereabouts of Umbrella's founder, Ozwell E. Spencer. Jill and I were ordered by the BSAA's European Headquaters to apprehend him. We accepted that mission in the hopes of uncovering some info that would lead us to Wesker."
Chris said in the main campaign "WE" received intel from a "reliable source." Regardless of the line changes for the DLC, it was them specifically who were sent to apprehend Spencer. Does it not seem awfully suspicious that Chris and Jill would arrive, JUST after Wesker (we see his dirty work in the main hallway)? That they would have enough time to be shipped out, and it was just them? Spencer's whereabouts were supposed to remain a guarded secret, Spencer only desired for Wesker to find out where he was, without knowing it was INTENTIONAL.

"However, Master Oswell has instructed me to inform a certain man of his location, or rather, to ensure the information reaches his ears without him realizing it was intentionally passed on. The name of that man is "Albert Wesker." I wondered how long it had been since I first heard that name. I have met him only once. That must have been more than ten years ago.
It is my duty as a butler to remember people's faces, but I am ashamed to say I cannot clearly recall his. Those eyes of his are why. Eyes that transfixed my own, from which no warmth could be felt, and made any other impressions vague. In any event, I first decided to entrust the information to a certain man so things would proceed as Master Ozwell intended.
Although he is a cheap thug who talks big about being an informant, he is someone who will feed the information as I wish in exchange for a fee, and above all else, he will bluff his way out of any enquiries.
Most importantly however is the fact he happens to be an informant to a female spy in Wesker's employ.
As long as I gave that man (Roberto or Ricardo... some name like that) sufficient compensation and passed on the bare minimum information he needed, the outcome will be exactly what I desire."
Patrick emphasized how important it was that IRVING, would bluff his way out of enquiries, but notably he was under Ada's employ, and had been for some time. Them saying this, means that Ada would likely be able to get this secret information. It being too much of a coincidence, SCEAMS planned move on Ada's part. She would be someone who'd KNOW the two OG's of the BSAA, who happened to have had a personal vendetta with Wesker, would be SENT/make themselves be involved otherwise. They did NOT have to refer to Ada, but the fact they made sure Ada was referred to in the game's lore, made her an important factor. That was a deliberate detail added.
Ada had ALREADY been established as someone to reveal reliable intel to those who needed to see it, and also someone willing to use what she knew, intercept communication (how she originally got involved with Luis), etc., to get the the right players involved to put an end to something bad/accomplish her objectives.
Even in non-canon universes, that's how she's been depicted! Leon even made it clear in Project X Zone 2, he understood that aspect of their dynamic.

Wesker's file in RE5 describes how he viewed the sudden arrival of Chris and Jill, just after he killed Spencer.
Perhaps it was a mere coincidence that his former subordinates Chris Redfield and Jill Valentine stepped in. To Wesker, it appeared like a revelation. The Homo sapiens who'd thwarted his own plans many times.
"There appears to surely still be some room for evolution." Wesker muttered to himself.
Managing to make it out of that situation, Wesker then slipped underground once again, leveraging a position he held at a certain pharmaceutical company to take research results, viruses, and finally funds. He began ascending the steps to become a next generation god, with the aim of carrying out the veritable "Uroboros Project."
NOTE it points out that BOTH of them have thrawted his plans. NOT JUST CHRIS!
Look at Jill's file:
Her story wasn't over yet though. She'd disappeared down the cliff and was rescued by Wesker. Wesker rescued Jill and simply kept her alive in a cryo-sleep state. When the "Uroboros Project" was completed, he planned to use her as the first test subject. This was Wesker's modest revenge.
Wesker conceived of using the antibodies Jill possessed in order to counteract its virulence. Jill was kept alive as a biofactory for antibodies. She, who loathed bioterrorism more than anyone else and had thwarted many sinister plans, was now going to be used for the worst scheme of all. There could be no greater irony.
Then the Uroboros Virus was completed. Jill became unnecessary but was no longer suitable as a test subject for the Uroboros Virus. Her body was full of high-purity virus antibodies. Wesker thus decided to use her for something else."
^HIS original plan was ONLY to use her as a test-subject for Uroboros. They had issues with Uroboros, and he thought to use her antibodies, to make it less poisonous to humans. So he THEN kept her alive FOR THAT, after discovering they existed.
AFTER he finished his virus, look at what it says "Jill became unnecessary" and was no longer even suited as a test subject like he had planned for her. He DECIDED to keep her around because he wanted to make her SUFFER. NONE OF THIS has anything to do with Chris.
From the Kaitai shinsho for RE5:
"Unknown chemicals are injected into her body constantly, some make her heart pump excitedly, others make her feel as if she's at the calm before death... some make her feel confused. These medicines won't just cause people to have illusions or enhanced nerve sensories, but also false feelings where a second feels like a few minutes. Her spirit's being toyed with, her body continuously tortured. For the TRICELL scientists who've long abandoned human sense, she's no human, but a toy identified as Test Subject 0084-6237.
But someone's displeased with the fact her personality's being wiped away. This man's the mastermind behind this human experiment, and he doesn't simply just view her as a test subject. Besides a subject for study, he also used a special kind of drug to control her, then treated her as his loyal right hand man. For this to happen to her, who has tired of fighting evil schemes, is an insult to the justice within her."
The woman who told him he was a slave of Umbrella just like the other things (which he ended up finding out he WAS), he was now making her his slave. He kept her around, beyond his original plans for her, and usefulness to him. He did not even REALLY need her for P30. He didn't want her getting off "easy" essentially, and seemed to like the idea of toying with her. He was enjoying the fact that Jill was conscious of everything he made her do. Her own file openly states that his ACTIONS towards Jill were his form of revenge against HER! Yet some in this fandom will CHANGE what is said PLAINLY, to say he did this as a form of revenge against CHRIS! If Wesker was even remotely concerned about Chris, he would have made sure he killed him!
ALL of this information is detailing the MAGNITUDE and PLEASURE Wesker has in making JILL suffer. Even MVC3 depicted the difference.
Wesker wanted to kill Chris, while with Jill, he would desire to watch her suffer indefinitely. AGAIN, Capcom's OWN material, stated that HE wished to give her a suffering WORSE than DEATH!
In CVX, he beat up Claire, just because of their relation as siblings, and he became interested in the idea of Chris stumbling upon her corpse, but claimed she still had some use to him, and left her alone, then at the end, dragged her along, to lure Chris into a confrontation before he left. Once Chris made it, he happily let her go. What he does to Jill was done on a PERSONAL level TOWARDS HER! It does not EVER suggest Wesker ever even thought about Chris with his actions. Again he VOWED to make them pay some day.
Wesker was ready to settle things finally. Jill stopped him from killing Chris (he was DONE with Chris), and instead of ending their lives with that sacrifice, Wesker ended up SAVING them both. They said he MADE SURE to save Jill. He did NOT anticipate Jill being the key to bring his project to completion.
Jill sacrificing herself for Chris, took her ENTIRE journey up to that point, and flipped all the good it did, with Wesker NOW able to ACCELERATE the progress of his Viral project, which had been in the making for YEARS (RE4R reminding people of this).
"Jill, with her antibodies, has been administered P30--- Gifted with superhuman abilities, she's been given a powerful drug that controls her mind too. This evil drug is continuously injected into her body, torturing her to no end. Just as Wesker intended, Jill's receiving hell-like suffering."
AGAIN, Wesker's intention at this point, was purely to keep her ALIVE to give her a HELL-LIKE suffering. It wasn't enough to keep her alive for her antibodies, as eventually that usefulness ran out. His RAW hatred of her, made him seek to make her suffer still. THIS IS HIS "MODEST" REVENGE ON HER! Even the idea of what he did to her being modest, is an insult to her. He healed her body, took from it, and then controlled it as a weapon. She was surrounded by people who lacked humanity, and only saw her as an experiment. NONE OF THIS has anything to do with Chris!
"After being released from the lab facility, she was given a suit that allows her to execute missions in secret. A mask which makes people think of a nocturnal hunting animal, as well as a dark cloak covering the body that hasn't deteriorated, but rather been further augmented during long term training within her prison--- assuming an underground mystery identity, she's now a subordinate of terrorists. She appears actively in the dark corners of the streets, striking fear and leaving a trail of disaster wherever she goes."
Jill was dressed in a way to allow her to execute missions in secret, but also to make her represent something darker. No one was supposed to see who she actually was, Now she was just Wesker's enforcer. Something to be feared.
Remember, Jill STOPPED attacking Chris and Sheva, when Chris shot her mask off, and she also kept her head down. She REACTED to losing what had become a part of her identity. She would keep her head down until WESKER decided to reveal it was her to Chris.
They said Chris found info on the black market, where Irving revealed something mentioning Jill.
Again from the Kaitai shinsho:
"The reason why Chris, who was from BSAA North American branch, was hoping to join this operation within Kijuju, was because he'd obtained some sort of lead leaked by Irving on the black market while he was looking for Jill. This "lead" isn't even hearsay. It's just an unreliable rumor. However, Chris found it hard to ignore that rumor as it actually popped up in the black market for no reason. In theory, "Jill Valentine" shouldn't have any reason to even exist in this place at all, but he somehow made his way onto the team for this mission, positioning himself to deal with this guy who Alpha Team's supposed to handle."
Is it really surprising that Wesker would have Irving "handle" Chris (and Sheva), after repeatedly failing to kill them? He even made Jill force him to do it. Irving having to say bye bye to all the riches he acquired. He was being disposed of as punishment. The same man, who's literally at fault for why Chris even became involved unknowingly to him.
From Irving's file:
"Gauging that he couldn't escape the cleanup, Irving attempted to flee with his secretly saved personal fortune in tow, but the hooded person apprehended him shortly after."
Irving got intel about the BSAA's op in the autonomous zone, and Jill was used to set a trap for them (seen in the opening scene of the game). Irving was trying to conduct more of his own BOW dealings, and ended up having to unleash one of the BOWs on them, in an attempt to stop them (not anticipating them defeating an uroboros victim earlier as well). He failed. He planned on selling the Ndesu (El gigante of RE5) he bought, and while he managed to take out Delta team (minus Josh), he ended up losing that BOW as well. So Chris and Sheva were MESSING up his money making dealings, but also getting him into trouble with Wesker. As he was dying, he told Chris where he could find his answers.
"The reason" meaning SINGULAR reason (like Wesker's stated to have had ONE REASON for what he did to Jill), Chris got involved, was because of Jill. He had BEEN looking for her.
I've highlighted this before, to show that CHRIS himself, even thought it didn't add up for Jill's name to just be mentioned for NO REASON! Why the hell would Irving name drop Jill, leading to the idea she may be alive still? If Wesker was SO concerned about Chris, would he have not forbid REVEALING Jill's whereabouts, which would naturally lead to Chris being involved, knowing how much Jill means to Chris? With his connections (through Excella even), why didn't he have Chris taken out, or come for him on his own, years prior? Irving had his ways of leaking out info discreetly, but nonetheless, Chris found that info.
They said Wesker took advantage of being PRESUMED DEAD to carry on with his research. Jill was presumed dead by the BSAA, and thus the organization moved on. REMEMBER, the DLC file has Patrick state that Irving is someone who can be bought off to reveal things, discreetly. This means, Irving had no loyalty, and cared more about his own ends. He didn't mind leaking info for the right price.
Based on the established lore, I do not think Wesker actually planned for Chris to arrive. He was stupid, in that he always underestimated people he shouldn't have. If he had been planning on Chris to show up, they wouldn't have been actively trying to keep him out of the picture.
Wesker was already established as having a means of monitoring Chris and Jill in UC.
Even RE4R, shows he's still monitoring what's going on. Through Excella and her positions, he was able to keep an eye on things in secret. RE5 had a wide variety of marketing material. One was a "blog" from a character we never see named Adam, and another was a remote desktop of the BSAA. It was revealed through that, Tricell (thus Excella and as such Wesker), had actually attempted to interfere with the arrest op on Irving. They had a spy (M. Suzuki) intended to be put in as Chris's partner, instead of Sheva, but she was blocked. Weeks before the events of RE5, someone named Ryan forwarded some intel on Irving to Chris, BANKING on Chris to get involved.
Report from February 23, 2009:
the NEXT day (Feb 24th):
"A virus was sent by some unknown individual.
Because of that, I couldn't do my work yesterday.
Thanks to MJ from the Technology Research Office, I was able to get rid of the virus somehow. Question is, who sent it?
Even with MJ's skills we couldn't identify the original sender. It seems like there's no traces of an illegitimate intrusion from the outside.
That is to say, the message was sent from within the BSAA.
And the content of that message.
It just said "Information on Irving."
In other words, that person knew I'm after info on Irving and that I'd get infected by the virus for sure.
Who on earth...
In the North America Branch, I only talked to Chris Redfield about the Irving matter. But it's hard to imagine he'd have done this.
Does this mean there's someone within the BSAA who doesn't want the Irving situation looked into...?"
M. Suzuki sent him that virus.
Two days later, Sheva was selected as Chris's partner, instead of the spy.
"Now that Chris Redfield's participation in the op's been decided, we needed to select his partner.
Two-man cells are standard when SOAs take part in an operation.
As this is an op in a region Mister Redfield's unfamiliar with, it's better to choose from the SOAs of the West Africa Branch than the North America Branch. AMADI shares the same opinion.

Some of the further reports took place during the earlier part of the game. It was revealed that Ryan requested M. Suzuki to relay information, but she didn't.
From the March 8th report:
"The possibility of bioterrorism in Kijuju Autonomous Zone which should have been transmitted, wasn't transmitted at all. I certainly asked Suzuki M. to communicate the information, and she took care of it. This is, I need to confirm this."

So not only did they try and put in a spy, at the last minute, AFTER Chris got himself involved, they even had her trying to sabotage the OP. So CLEARLY Wesker DID NOT want Chris to be involved, and clearly had never actually planned for him to be involved. Had Irving, not have leaked Jill's name, NONE of this would've happened!
Excella tried to shoot her shot on Wesker, to become his partner (with them needing some time for preparations to be completed before they leave). Wesker gripped her by the jawline, and then pushed her head away, showing a complete lack of interest in her as his partner in any capacity (he's been using her interest in him the whole time). When Jill said the BSAA had arrived, Excella then got her getback, and taunted him, about Chris.
Excella dropped the romantic overtures in this moment, in favor of saying Chris was coming to see him (Chris didn't even KNOW Wesker was alive yet LOL). Wesker turned his head, grinning at her shade, but was clearly feeling some type of way. Chris was getting closer, and COULD mess things up. She then called him out for appearing to be concerned. AGAIN MOCKING HIM! He was not amused, and said firmly he would not tolerate further delays. This was aimed at her! Excella was the one pulling strings to halt Chris's progress (which is why Chris and Sheva had been ordered to retreat earlier). Wesker was letting her know, she needed to take care of this problem. Which is why we would then see her openly addressing Chris, and her unleashing BOWS on him. She tried to tell him there was NOTHING there for him to be throwing his life away for, and purposefully not telling him about Jill.
It didn't work, not even using another uroboros victim, and a bunch of lickers, and that's when Wesker decided to show himself, and reveal Jill. Wesker said he had 7 minutes to spare, after taunting Jill, that now she would be dealing with Chris. This also served to give Excella some time to move forward.
"Now let's finish this once and for all. I think the odds are fair, two on two. Right, Jill?"
That is Wesker psychologically f'in with Jill.
Instead of just FINISHING things, he says 7 minutes is all the time he could spare to play with him. He touched base with Excella, and THEN decided to leave Chris to "catch up" with Jill. He was going to leave, but then he saw Jill actually RESISTED his control successfully. Which is why he overdoses her, and tells Chris there was no more time for games, he had work to do. He's banking on Jill's suffering being the perfect distraction. It didn't really matter the outcome. He knew Chris would be focused on her, and even JILL knew that. This wasn't however painted as some long-planned event. This was a desperate move to HALT Chris, and buy himself some time. Jill fought to resist the entire time, and even revealed what was controlling her, to help Chris and Sheva free her. Give Jill her credit, she's mentally strong AF!
Wesker was running out of options, as Chris didn't die, so then it was EXCELLA's turn to be disposed of. He would leave Excella to become a victim of his project (along with the corpses of others), in an attempt to kill Chris off. He told Chris he would not live to see the dawn of his new era.
So at this point, we know that Excella is pulling no more strings and was left to deal with Chris and Sheva, by force. In the midst of all of that, Jill's story also picked up.
Jill made it clear, that she knew of Wesker's plans, but it's also made clear that Wesker still saw her as a threat. She had PLENTY waiting for her.
Jill was relentlessly pursued by enemies from throughout the game (even one exclusive to Mercenaries LOL). The bridge to escape was taken out. The communication tower's signal was jammed, once she revealed some important info to Chris about Wesker. She then once again, had everything being thrown at her on the tower's landing pad. She had Rockets being launched at her and the guys! This means SOMEONE SERIOUSLY did not want her alive! But let some folks in this fandom tell it, Wesker didn't really give a shit about Jill. HA!!!!
Wesker only came to realize his mistake of letting them live, at the end of the game.

All that said, I ask why would Irving, just so happen to reveal Jill's name of all things, after all of that time, when Wesker is about to launch his doomsday plans? How could he be so CARELESS!? What would Jill have to do with his usual dealings of bioweapons? To me it was painfully obvious, off the heels of RE4 (where Ada said their battle was just beginning), why they LATER revealed Ada's connection to Irving. it makes PERFECT sense why Irving would've mentioned Jill's name WHEN he did (Chris said he got that intel a while back). Not only would Irving NOT grasp the WEIGHT of mentioning her, Ada would COUNT on Chris discovering this information, and it being kept from Wesker's eyes, which would also lead to uncovering some corruption and hope that Wesker's plans would be stopped. Ada gauges people, and can be very calculated in how she operates to make things go as smoothly as possible. She also would know all to well, the lengths someone would go to when emotions are involved. It would also (in hindsight) make sense, why Chris and Jill managed to find out about Spencer's location, and get there just in time to find Wesker. Perhaps this will be elaborated on in a remake some day.
Look at Irving's final moment before injecting himself. He was carrying his gold bars, ready to move on from a situation that was escalating (him having failed to stop Chris and Sheva in the process). He was FORCED to inject himself, and stop them, before he could even attempt to run off with his fortune (Jill choking him is why he dropped his case). Chris's involvement was not planned for.
SOMEONE would've realized Chris and Jill were close, having been partners, and had personal beef with Wesker. Seems to me, Ada was hoping they could've prevented Wesker from accomplishing his plans. With no bodies found (and the fact he was superhuman), and having ways of getting secret information, she would've realized that Wesker would still be acting in the shadows. If Irving is under Ada's employ still (meaning she pays him), that would suggest she'd been able to keep tabs on what was going on, and waited for the perfect opportunity to make her next play. She wasn't going to be able to do this on her own, and timing was everything. Ada was NEVER suggested to have just not concerned herself with what Wesker had planned. Both RE4s display a proactive stance on being against him. His mistake was letting her and others continue to live. His superiority complex, and underestimation of major characters, cost him in the end.
People should not make the mistake though, in suggesting that Wesker did not harbor a DEEPSEATED hatred for Jill, nor that he hated her LESS than Chris. He did the WORST to her! Trying to make her suffering about someone else, is a slap to the face of what Jill experienced, and what was established in the lore.
The frantic, wide-eyed desperation to search for, and see if she popped up. That DEEP exhalation of air though his mouth, the moment her image popped up (which STILL hits me every time I go back to this game). The brief view of relief and then immediate concern on his face.

He even had a deep exhale after saying her name, but it was softer! BREATHE Chris! LOL! The fact he was breathing so hard through his mouth, tells you how pent up he was NEEDING to find Jill, and it's like NOW it's confirmed FIRMLY! He's CLOSER! The way he so badly wanted to see her again! Like I have a lot of issues with how dirty this game did Jill (and the wastefulness beyond it), but...
I love how absolutely devoted Chris is to Jill (and vice versa).
I know this wasn't the point of your post, but seeing it I felt compelled to say something, in regards to RE Engine era promotion/portrayals. I find it amazing how Capcom continuously promotes the two main "pairs" that've been around for decades now, and yet some people will have entire think pieces on how "they've moved on" from both, and somehow are changing things, when literally the opposite is true. This image is further proof of it.
Like seeing some folks saying Leon ended RE4R being OVER Ada's "shit."
Like what game were you playing/watching? The moment the man heard her VOICE he was grinning hella hard. He grinned when asking Ada if she REALLY thought he would give up that easy, because the line from Ada was her making a nod over how they parted in RE2R. She wasn't "not giving a shit about Ashley." She's making light of how SHE was the "girl who was lost no matter what" last time, and now he's trying to look out for another again. It's made even clearer in her part of the story, she wasn't being serious. He LAUGHED when she left, and said she was the last person he expected to see there, as if he was pleasantly surprised to see her. Then the last scene, I guess some people didn't realize Leon UNDERSTOOD Ada was being sarcastic about him joining her. He himself was AMUSED, and even shook his head, because again...same ol' Ada. He said he thinks they both know that moment is where they both go their separate ways. Ada even smirked behind his back, before saying, "I see." It was like, "He gets it! He needs to, and CAN escape with Ashley!" Good ol' reliable Leon is learning!
You know how it is with parts of fandom—apparently the development team don't know what they are talking about, even though it's THEIR work. Some even pick and choose what they take as "valid" from the voice actors, who they themselves, try to mask their own truths at times, just to keep the fanatics at bay, only to still speak truth to what's REAL multiple times.
Them putting them across from each other like that is not even a coincidence, just like Requiem was DELIBERATE in the LORE-based placement of the two PAIRING related charms at the RPD, where BOTH pairings relationships began (Chris and Jill being part of STARS and Leon and Ada meeting in the parking garage). Leon and Ada went from Leon helping Ada move a SWAT vehicle in the OG game, to Ada using it in the remake to save his life, and THAT is where the charm was found! Right where Leon fell from Mr. X's grip, and you can find it before Leon finishes off that Mr. X. That was a THOUGHTFUL and DELIBERATE creative decision. Just as much as Barry trying to gift Chris and Jill something to do in their time off together (before or after RE1's events). They put the two guys they call the "main characters" next to their leading ladies (and all 4 are from different games even). STARS emblem ABOVE Chris, RPD below Leon, the Umbrella between them etc. They knew EXACTLY what they were doing!
Even the Universal Studios event played on BOTH dynamics. Ada came in JUST to assist Leon (and the others), and tells him he owes her one, with a grin (the line itself always suggesting faith in his survival and them seeing each other "down the road"). The same gazes as usual.
In one performance I've seen, someone captured how Claire is looking at Ada and Leon. Claire "Clocking the tea" Redfield, peeping what's going on as usual:

As an aside too, I figured I'd show that Jill didn't only "focus" on Chris, since I've seen people misrepresent this moment as well. She had said "You're all okay!" You can see her smiling as well, and it's NOT aimed just at Chris. She looked at all of them (you can see her head turns). Chris was the one stuck on Jill (his head movement still cracks me up). She looked at him when he spoke to her, but she acknowledged Claire and then Rebecca (as my screenshot shows), before Leon spoke. Claire looked right over toward Chris as Jill was approaching. LOL! She also looked at them at the end of the film as well.
It's tiring seeing some folks constantly misrepresenting either character though (likewise with subsequent devaluing of others in the process). Just like "Don't you trust your partner?" is CLEARLY about Sheva. EVEN IN THAT conversation, Jill acknowledged SHEVA and Chris as a team, and said THEY had to go after Wesker, yet some people act like she's talking about herself, when she's ASKING Chris DIRECTLY, doesn't he TRUST his partner. A good partner is someone you should be able to trust, and Sheva made it THAT far with him! HIS PARTNER for the MAIN CAMPAIGN IS SHEVA ALOMAR! Both Chris and Jill LITERALLY look at HER right after he thought on what Jill asked him, and ONLY then did he agree to leave—per her wishes! Chris looked over at Sheva before she did even! When he walks away, Jill then asked Sheva to take care of him, showing both her deep level of care for Chris, but also her willingness to TRUST Sheva HERSELF, whom SHE had seen throughout the game. She's banking on THEM as a DUO to stop Wesker NOT just Chris. It's just like Ada knows Leon will get hung up on her, Jill knows Chris does the same with her, which is why she gently released herself from his grip, and braced him with the idea of having to leave her behind, EVEN after all of that.
Like I can't! It's not cryptic by any measure! It would even be a dumb question to ask Chris, if Jill was talking about herself. He didn't need to TRUST JILL, she's NOT going with him. That's what she was trying to tell him immediately after apologizing, and explaining she had no control. Why the hell would he question what she's asking? What exactly did he need to TRUST about what Jill was saying? They KNEW about the doomsday project existing, and also the fact Wesker was ALIVE and moving forward with his plans. Jill wouldn't be telling a lie either. He needed to TRUST he and Sheva could succeed, and stop focusing on her, and stop Wesker. This is WHY Chris refers to Sheva as his partner, right before they kill Wesker. Chris had to look at the bigger picture. The misrepresentation AND mischaracterization of characters is so beyond tired. Media literacy truly is lost on some folks I guess. I mean I STILL see people claiming Jill has been "ruined" when she's literally ACCURATE to who they always said she was. Anyway...
After Ada exits, Jill comes in right after, with Nemesis chasing her.
Jill decided to be the one to go check out the weapon Claire spotted. "I'm on it!" Only for Chris to STILL not want her to risk herself. Chris yelling at her, "Jill! What are you doing? Get back!" He even tries to gesture for her to stay back in a lot of the performances. Still afraid of losing her! That is CONSISTENCY for now 30 years!!!!
Jill sliding RIGHT into the heat of things DETERMINED AF, "Cover me!" While it's not in every performance, the actors would sometimes change up Jill and Chris's interaction. Jill might place her hand on Chris, while rushing to get to the railgun, and he would nod with the reassurance he'd have her back. There's even a performance where one of Jill's actresses took cover beside Chris, and instead, the two deliver their lines then. Mind you, Chris is still acting as a Captain in this!
Jill tells them to keep Nemesis busy, until she finished him off.
Heck, sometimes "Jill" and "Chris" would also fist bump when things were over.

Ada being portrayed as a protagonist yet again, HELPING others...gee imagine that. Leon and Ada often put side by side. Jill and Chris would join the collab together as well (for another event), getting a trailer as well.
Fortnite:
Jill and Chris would be the first RE characters to get into Fortnite. THEY had a whole trailer for the collab and kickass promo art. Leon and Claire were added later, but they didn't get a trailer together. Grace was even made available for Requiem's launch, and again no trailer.
Life After X Resident Evil:
They promoted the crossover with gameplay showing Ada and Leon together. I was also SO HERE for Jill not only having TEPPEN letting HER confront RE5 Wesker (unlike the game itself), but also a collab game!
Knives Out x Resident Evil:
Post RE3R, Capcom had RE2R Leon dressed up in Classic RE4 attire, alongside ADA yet AGAIN, helping someone. They are even confronted by RE3R Nemesis.
State of Survival X Resident Evil (Post Village and RE4R releases):
Chris and Lady D appeared, but the final moment of the trailer is Ada walking alone, and she turns and points her gun when she senses another presence, only to find Leon approaching. He puts his weapon away, and gives her a look.
Teppen:
"Aren't you happy to see your beloved Jill again?"
As Wesker taunted him, Jill directed her gaze, and her fury, at Chris.
A direct reference to a line Wesker had in the Japanese text for RE5. You damn sure would be hard pressed to find any such language used for them with anyone else. Since CV is being remade, I'll just bring up how Wesker being consistent is another thing. He used Jill and Chris's feelings for each other to push them through the mansion incident. In the OG RE1, he tried to talk his trash to Chris (when he was pissed), by saying Jill would join Chris in hell even. CVX, Steve's corpse was taken for samples, and he jokingly suggests to Claire that MAYBE Steve could come back like he did (which clearly he would not). Wesker taunting a Redfield over their love interest. Hmm...surely it was a just a coincidence. The same Wesker who was telling Jill to investigate on her OWN, with the idea she might find Chris (after she started to bolt back outside JUST for Chris no less), and for Chris her weapon was left behind for him as motivation to find her? Also, the same Wesker who was aware of Ada trying to protect Leon from being targeted by him? Surely not :P
"Beloved" was a term used to describe Ada's affection for Leon, back in RE4's Kaitai Shinsho book:
*Ada is completely calm and composed, but her encounter with Leon turns this individual, who was an exceptional intelligence agent, into a woman…
*It seemed that she had died in front of her beloved Leon, but in fact she survived and went on to secretly work for another organization.
None of that changed in the remake. Didn't matter if you took ending A or B's take on their final moment from the OG RE2. The connection's there. Hell in the REMAKE of RE4, Ada HEARS someone slowly approaching the room she's in (she gasps even), she rushes to the window and opens it, and then turns around with a smirk on her face. She stays and "greets" Leon (likely realizing it would be him). It was an entirely calculated move, JUST to show herself to him. Even THIS is defying Wesker's orders. LOL!
Leon being unaware she'd BEEN looking out for him since she saw he arrived (still trying to ensure his safety even from Wesker despite some story changes), Leon ended up smiling immediately upon hearing her voice, and told on himself, that he STILL hadn't let go of her (which was highlighted in his opening monologue). He needed THIS time to be different. There's also the fact he also made it clear he'd been looking into her whereabouts, and knew she survived (they didn't let him HEAR or see Ada gives him the RL in the remake...tho he grinned saying he couldn't believe he actually missed her), hence the "You don't seem surprised. Interesting..." With RE4R, mind you Ada was infected herself, but was also trying to collect ingredients to help Leon and Ashley. It actually demonstrates a HIGH level of TRUST in WHO Leon is/what he can do.
She told him to stay sharp in RE2R, and this time he's showing he IS sharper now, and giving HER advice, and she ENJOYS seeing his growth. She saw and even WATCHED him still be the man she ended up falling for, and THIS is why she told him who he was (at his core) did not change. She still flirts with him too. The fact he LAUGHED when she left the scene, and even was catching her sarcasm about "leaving the girl who's lost no matter what" and giving him a different greeting, shows it's mutual still. Expressions don't lie. Also the fact Leon KNEW not to expect a straight answer from her, when he was wanting to know if she changed (why would he ask IF he didn't care?). Ada didn't waste time for small talk, she left him to think for himself (and JUDGE her actions), but also told him not to think too hard (hinting she's not there to use him, etc). Leon even points out in the REMAKE, that Saddler was using Ada as BAIT to lure HIM out, thinking he would fall for it, which he then rushes over to her! LMAOOOOO! That's no different than Wesker COUNTING on Chris to give him plenty of time to carry on with his plans, because he KNEW he'd be stuck on Jill, or Excella mocking Chris for being so one-track minded about Jill, as told by Wesker.
it's just sad (yet kinda hilarious) some people think what CAPCOM said is STILL a love story, was somehow dropped. Like the remakes DIPPED in so much deeper, even with some moments not happening, many NEW ones were created. Heck some OLD ones were changed/enhanced, to where Leon doesn't have to say SHE is like a part of him he can't let go of to Ashley, because they show you why he does. He's watching her LEAVE until Ashley yells for him! Even though Ada told him he better get a move on! THAT DID NOT HAPPEN IN THE ORIGINAL.
In the original, Leon observes the bear by holding the key ring and says, "Very cute," but he sounds frustrated with how she left (though he would smile when telling Ashley what she is to him). He turned away to leave immediately, but in the remake, he grins and bounces the bear in his hand, and actually appeared to like it. Even the way he said "cute" is MUCH softer. LOL! Ada and Leon then look at each other, with her saying to him (softly and to herself) "Until next time, Leon." With her ending showing her smile, seeing he made it out with Ashley as she believed he would do.
They are CONSISTENTLY pushing the same relationships and expanding on things. Many IMMEDIATELY recognized Ada's theme from RE2 even in Requiem's "Whatever it takes" track. It kicks in the very moment Grace mirrors him. Saying she's coming with him. She doesn't want any more regrets. "Whatever it takes, count me in." Ada's theme became (over the series) INTRINSICTLY tied to THEIR "fated" bond, being mixed in RE6 and RE4R's SW campaigns. Requiem's track combined the RE2 Save theme AND her theme. it's not a coincidence, that is a CREATIVE choice! Just like Leon's flashback of Kendo, is RIGHT after Ada said they needed to terminate his daughter, and IN THE SCENE with Grace, Grace says the SAME thing Leon did to Ada in RE2R! Not to mention, Leon says several things Ada had (even about him) towards Grace.
Ada is a featured character like Jill, in Teppen, but Leon also featured in different event set cards and is tied to her story in both.
For instance:
"Caught by Sigma, Ada's battle data is used to create a shadowy M.S. doppelganger! Fortunately, Leon breaks in and rescues Ada!
But their reunion is cut short as a mysterious rift swallows them both..."
Flavor text from each card from left to right:

-"You look like you've seen a zombie...I'm fine. Wish that I had time to stick around, but I've got things to do."

Not only callback lines and gestures, but it plays DIRECTLY into their dynamic, even full of the sarcasm from Ada.
There's also RE Verse:
Hunk and Claire are on the sides, but in the middle are Jill and Leon in the foreground, and in the background (but conveniently next to each other), are Chris and Ada. Both staring at them. The final version replaced RE7 Chris with his more accurate look in RE8, but Chris no longer looks at Jill...so I prefer this one, especially since the title of the wallpaper ended up being "Tension in the air." There were some paired wallpapers too, with Leon and Ada having one without generic poses. Still, the fact the person who posed them for the image would have Chris and Ada looking at Jill and Leon respectively was a VERY deliberate choice.

She also says the "Kind of takes you back doesn't it?" line from LiN, but it's not exclusive to Chris from what I'd seen. I never played the game, so if some trigger with others, that's beyond me, but still most of these lines are pulled directly from the games, and many tied to specifically to these pairs.
I mean I could go on, but my point is Capcom has NOT just fundamentally changed the foundations of these characters, or their main relationships. They still push the same relationships. There's actually a lot of parallels between both pairs tbh, even down to the marketing, and even moments. I'm so used to the boys doing what they are told by girls, characters MOCKING, inquiring, and even BAITING them because of their feelings, mutual character development, etc. The series only continues to do the same things, even with different characters. Like Ethan going into RE7 after his "dead" wife, is very much like Chris following up on a lead that Jill may still be alive.
BOTH men dropped everything for them (and both have witnessed the other prioritize the women as have a host of other characters). Likewise for the ladies' own actions. Chris having been said to have spent all that time apart vowing to find her, because he REFUSED to believe she died. DI, tells us CASUALLY, Chris not only remained a close relationship for Jill, but in terms of FIELD work, he's supported her even before the film. They CHOSE to work together again on some cases. Leon pondering over "Use this!" being Ada's voice, or him simply holding some regret over failing to "Save her." ALL the way up to, him realizing in RE6 a fraction of what she did, was for his sake. She gave him the means to CLEAR his name, and continued to show she IS ALWAYS going to be on his side. He's confident they can pull through things, and she's confident all the same, which is why she expresses she'll see him down the road.
The girls wanting to try and handle some things on their own, and the guys wanting to protect them. It's all the same.
The confidence both pairs display in each other surviving, is all the same tune. The entire action era had Ada and Jill providing the men a means to escape, and Rocket Launchers to finish their jobs. RE4R and DI, let us see them working together at the end. Casual banter to boot.
The more things change, the more they stay the same. There's a reason Chris and Leon's stares STILL linger on these women. Why they crack smiles over moments with them, why they are private about them yet, others still notice what's REALLY there, etc. Why both women are tied heavily to their own personal arcs, and why THEY continue to do what they do, even when the women aren't around. The women being ALIVE ALONE is DEEPLY tied to why neither man has perished, and are able to move forward. RE4 and 5 BOTH tapped into how important Ada and Jill's survival has enabled them to carry forward. Even from Jill and Ada's perspectives and their own journeys, who they are, and where they've been since their debut, is heavily tied to their bonds with Chris and Leon.
