Lian Harper, born to Jade Nguyen and Roy Harper, grew up with Roy after Jade gave her to him to take care of.
Lore:
Lian had multiple parental figures, John Brendan Knowles was one of them as Roy Harper's fiance. (He used magic to dye her hair blue, which is why her hair is still blue to this day.)
The day before her birthday, when Roy and Lian were on the way to get her cake, they got into a car accident. Lian was supposedly killed on impact, body disfigured. Roy and John buried that body.
Amanda Waller had staged the crash, hiring the driver that hit them. She kidnapped Lian, as an experiment to raise her as a soilder. She also did it to test Roy, see what he would do.
Lian grew up in a facility, where they took her to the future to hide from John's ability to sense her soul.
Any attempt she made to get near Roy or John, would end up in her being teleported at random.
After Waller abandoned her, she was taken in by Catwoman to start the group of orphans called the Strays. They gave her the name "Shoes" and she became their leader. The group would commit as many crimes as they stopped, following in Catwoman's neutral stance of heros vs villains. Here she met James (Rook) and they became close friends, the only ones each other have had.
She hides her true identity from everyone she comes across to protect them, the people she cares for, aswell as herself.
After a reunion, Waller was met with Roy John and Lian who had all planned to stop her once and for all. Waller stated she was proud of who Lian had grown up to be and gifted her a box the contents of which stated Lian was trained to take Wallers place once she had died from cancer, the choice was Lians if she replaced her or not. Roy Harper shot Waller infront of Lian after a comment she had made.
