In the aftermath of the Upside Down collapsing, everyone is thoroughly interrogated but not killed. Dr. Kay apprehends Will (whom she DEFINITELY saw snap those demogorgons over surveillance footage) and starts running tests on him to determine the nature of his powers and whether she has any use for them. They run blood tests (welcome back HIV allegory) and neurologic testing and check his story against what the others said. After a few days they conclude that whatever powers he had are gone and then make him sign another 5000000 pages of NDAs and dismiss him. He's sent back to the Wheeler's house, where everyone's been losing their minds between worrying about Will and mourning El. Someone knocks on the front door to announce that they're relinquishing Will to them and they're all excited and relieved to have him back safe and then he steps out of the car in a hospital gown with a buzzed head.
