Lugia is water/psychic/dragon because I said so-

but she has a deep connection to the spirit world and her seas represent a sort of portal/gateway. They're very sacred and are attached to her moods essentially. If she's moody they're brackish and full of strong currents and waves. If she's happy they're calm and placid and even warm to swim in compared to the tepid cold temperatures. If shes really angry expect typhoons, waterspouts/etc.

The moon phases also amplify this and its said more sea spirits and yokai come closer to the surface during full moons near sea-faring towns and in the sea depths. Also it's the only time you'll be able to go through the Whirl Islands ( her sea palace ) and find her without getting lost or turned around. You better be invited though or you're gonna get got--

Her chosen champions or heralds are very few and far between. Lugia is extremely picky and still thinks humans aren't worth her time. Most who are chosen will be visited in dreams or visions and all of them will get her blessings. Gifts range in better intuition, empathy in reading people and intelligence. Either way their job is to sow harmony in one influential way or another, what that means is for them to find out.

something something edo / meiji johto period was the peak of gods and humans walking the same earth where lugia and ho-oh were the most renowned and deified figures. shes protected the lands with her typhoons, lavished with praise, gifts and worship, married and had many children in the royal bloodlines, etc etc nothing can go wrong!

but then it got bad. it got political. it got trivial. they got used as tokens more then gods; the tower burning was the straw that broke the camel's back and both her and her sister where like "fuck this they deserve jack-" and disappeared from history as myth.

shes just a liiiittle more salty that ho-oh during the centuries was still revered with adoration and still had her tower while she was reduced to a sea monster that eats bad children, lmao oh well.

it was the protags of SILVER/GOLD/CRYSTAL that brought back a good age in johto. after all their trials and their battles to save her region while she would've been spiteful enough to have rocket and w/e do as it will she realizes humankind has changed and maybe it deserves a second chance.

but shes still a salty boomer who expects as much worship as before and thinks modernization is a passing phase.
