Is it disrespectful to get a tarot deck for reasons that aren't occult? If I buy a deck just because it looks pretty, for instance?

To expand on the "just cards" bit, the preponderance of evidence is that tarot cards were playing cards before they were an instrument of divination, and in many cultures they're still used more for games than for cartomancy. That's true of pretty much all extant cartomantic traditions: the games came first, and the cards were only later – sometimes much later – adapted for divinatory purposes. You could do readings with baseball cards or your favourite Pokémon deck, and this would be perfectly in line with the history of the practice.
The trick with a rider-waite-smith deck, is that the art is optimized for divination. Everything from the poses to the colors has been woven with late 19th century esoteric symbology. Once you learn that symbology, you can read them easy as reading this text.
The fun bit, is that you can retroactively apply that logic to stuff. Once you understand what things like the color yellow means to the Hermetic order of the Golden Dawn, you can apply that logic to images of Pikachu, Squirtle, Mike Trout, Charizard, etc.

I’ve never played it, but as I understand it the game of Tarot is a trick-taking card game, not hugely dissimilar to Spades.
The suits you see in a Tarot deck designed for doing readings are only slightly different from the standard set of suits that were (and still are I think) traditionally used in southern Europe — the occultists who first started the whole “tarot = magic” thing swapped Batons to Wands and Coins to Pentacles for the vibe. Otherwise those are just normal cards with fancy art.
The cards that Tarot-readers call “major arcana” — the Tower, the Hermit, the Devil, etc. — are special cards added to act as trumps. That’s what really distinguishes Tarot as a game: instead of designating pre-existing cards as having certain properties (e.g. “spades are trumps” or “jacks are wild”), it bolted this whole new set of cards onto the base deck to do that job. (And if you’re making up new cards, you want to put cool shit on them, which is why they’re things like Death.) You may note if you look at your Tarot decks that the major arcana are numbered — that’s so people playing Tarot can remember what beats what.
Interestingly — again as I understand from my reading, if anyone out there plays Tarot please correct me — the Fool is a wild card not dissimilar to the common use of the Joker, but they’re completely unrelated. Case of convergent evolution. The Joker was invented in 19th-century America for the game Euchre (aka “Jucker” in its previous German incarnation), which is where it gets its name, and the iconography follows from there.
