<<Taken from a private United Nations dossier, believed to have been provided to the United States representative in roughly 20XX.>>
Syraqhanistan, officially the Glorious People's Imperium of Syraqhanistan and commonly known by the more antiquated terms "Syrakhanistan" or "Greater Arabia", is a... unique nation, to say the least. Nobody, least of all the people living there (especially given the mysterious individual's reported Japanese origin), expected a single figure - "the First" - to rise from an old city with a Kurdish majority in the North and lead an economically far left, culturally progressive but militaristically jingoist movement that spread from the lands once referred to as “Outremer” (a once archaic term that now refers to one of the many autonomous regions in the area, and used by modern sociologists to refer to the region that was once controlled by states such as Lebanon and Jordan to avoid category errors) on the Mediterranean and the Fertile Crescent to the lowlands of the Karachi Autonomous Zone on the Indian Ocean.
An extremely powerful state governs with almost patient leniency, in a notion some have taken to call (in both a farcical and a literal sense) "totalitarian democracy" - where the governing party is elected directly by the people every five years, but those elected have absolute and complete power; and, in every single election in the nation’s history, despite a functioning multiparty system, the majority of votes have gone to the central leading party. This is despite international observers, as well as interviews with both members of the public plus expats outside of the nation, all saying that the elections are free and fair. There is, of course, no official comment nor mandated line from the state's rather opaque government; indeed, interviews only managed to get the phrase "we are a western democracy, just like you!" from one spokesperson - who promptly disappeared from state television.
Direct democracy is crucial to the nation's survival; with a cultural, political and ethnic powder keg, the level of devolution seen - based upon "expertly drawn" borders and precise demography, and called by critics as the insane ramblings of a lunatic - is second to none. In what critics call genocide via forced resettlement, and what supporters call the strengthening of identity through homogeneity, people are randomly tested and moved based on political, cultural, linguistic, ethnic and many other criterion. Understanding this, one notes that the People's Imperium of Syrakhanistan has what some have described as a haphazard patchwork of a party system, although most observers also note that the state has eschewed traditional partisan politics for more personal and direct democratic initiatives.
With such a vast nation, and with such high levels of decentralised governance despite ostensibly existing within a totalitarian quasi-monarchist semi-stratocracy (particularly with regards to the Imperial Marines [See: [REDACTED]]), there do exist some recognisable elements of partisanship; for example, the vast majority of the State's upper echelons remain nominal members of the long de-facto-defunct group of the MSF (the organisation largely responsible for the nation's unification); and a large number of the highest echelons have also been identified as potential [REDACTED]. However, it must be simply stated that partisanship and the traditional party system don't typically apply across the nation, though this probably can't be said the same for some region-level and provincial divisions.
Religion is often debated in the halls of the nation. Whilst there remain large minorities of various world religions here, the State endorses only one “religion” - misotheism, or the hatred of God (predominantly due to the MSF’s origins as a far-left organisation, prior to it’s late-Unification Period reforms; it acts as less of a religion, and more of an autarkic idealism). However, in an almost laughably egocentric manner, the State has also organised the creation of, and "permisses" the worship of a single unifying concept (an attempt at monotheism, perhaps?) known as the Great Blessing, inferred to be by outsiders as essentially a cult of personality around the nation's leadership - although in one of the leader's rare addresses, she rejected such a notion while implying she had contact with, and worshipped, a higher power.
Whilst the central state rules with an iron fist in matters of justice, military and national welfare (among other things), much of the day-to-day business of nation building is left to the devolved governments. Whilst this may lead some to call this less a nation and more a loose alliance controlled by a single all-powerful state, upon closer inspection the nation-state relies heavily upon it's underlings, and the devolved states require constant nurturing - and punishment - by their father figure.
The laws of the land are highly progressive; equal rights based on gender, race and identity mixed with needs required by each of the devolved governments allow for a unique blend of freedom and tradition based upon location. Whilst in theory the state advocates for traditional Marxist autarky (and, indeed, some devolved areas do follow strict autarky, particularly in the mountainous regions), in practice a fairly lenient welfare state exists to support any and all people regardless of situation, to the point of which that both economists within the nation and internationally renowned economists have called it the first nation with a true post-scarcity economy (although this is certainly up for discussion; further investigations lead to many of these being paid for by unknown sources - and, indeed, there is significant debate due to how the government classifies some citizens). Housing is free, but allocated based upon need and contribution to society; however, the state is still committed to combatting poverty and homelessness, particularly in urban regions.
There is, of course, an exception to all rules, as is always the case. In what critics call shameful "monarcho-communism", wherein all are equal under the crown, but the supreme leader and those close to them, particularly within the Imperial Marines and the former MSF faction, enjoy all possible freedoms, wants and needs to an extreme degree not extended to all others. This isn't to say that the rest of the population is in dire straits - indeed, polls show that most citizens are content with this status quo.
Despite the harsh landscape, the nation has been keen to develop high technological standards; from large investments into transportation and infrastructure, including a nationwide maglev system as well as extensive air and underground developments, to developing a fruitful space-faring establishment such as the near-complete Space Elevator, technology is becoming a speedy commodity in a once barren locale.
What is more worrisome to those in the UN is the Syraqhanistani military. The governing state tends to lean into a proto-stratocracy, with military decision making being the number one priority of nation building. Whether it be from internal tensions, or from external threats due to the nation's high resource reserves, the nation contains a formidable arsenal of armed forces. Despite assurances of retaliation-only policy, the excursions often seen by their military prove otherwise - indeed, international observers liken the scorched earth policies used by the military in one of their recent campaigns to the surface of the Moon.
Thus, this author must consider this new nation... an inherent paradox. Simultaneously nationalist and communist, helpful to others externally and internally but also prone to extreme violence towards possible threats, signs of progressive policies often unseen in the neo-conservative world view mixed with a terrifyingly totalitarian state with one of history's largest execution rates; a state with almost extreme progressive civil rights, at the cost of virtually all political freedoms, an ambiguous and almost miraculous economy, and a quasi-theocracy centred around the leadership...
It remains to be seen if this place is heaven, or hell, on Earth.

The Department of the Monopoly on Informal and Valued Trade, or DMIVT, is a small department within the Syrakhanistani Office of International Trade that deals with valuable commodities such as the trade of antiques or historical artifacts. Despite this, it has been at the heart of numerous anti-Syrakhanistan conspiracy theories, such as—

The Department of the Monopoly on Informal and Valued Trade, or DMIVT (although this is usually spelled as DMVIT by non-Syrakhanistani groups and individuals), is a Syrakhanistani government organisation and de facto international trading association (commonly known as a cartel) formed and funded by the Syrakhanistani government in order to control international black market smuggling and trade efforts, as well as to dominate international black market profits and sectors.
It is designated a terrorist organisation by 107 countries, designated an illegal cartel by 65 countries, and has been condemned at the United Nations General Assembly no less than three times.
As of 20XX, it has been estimated to be in control of roughly 40% of all organised criminal enterprises; if the estimate is true, it would be both the largest criminal enterprise in human history, as well as one of the richest organisations in human history.

Due to the organisation’s nature as a government-owned entity, even despite international disapproval and sanctions, there has been little to no effort to actually dissolve or externally take control the organisation - especially since the nation’s rise to a UN Security Council position following the Great Armistice at the end of the Russo-Syrakhanistan War.
=
Creation and History
=
The origins of the DMVIT lie within the Syrakhanistani Unification period, more commonly known as the Middle Eastern Unification Wars; specifically, within the history of the unifiers, the Military Salvation Front (MSF). Originally a small paramilitary organisation formed in the early-middle period of the Unification Era from a predominantly Kurdish-held area, it took to regulating drug trafficking and other black market operations within it’s area of control.
During this early period, the leaders of the MSF made it publicly clear that they had no intention of punishing any black market activities occurring within it’s borders, so long as all trade occurred under it’s purview. While this alienated some, particularly religiously conservative groups and actors in the region that often punished drug sales and usage severely, the views of the MSF quickly gained it key allies within international drug smuggling organisations, particularly as the need for narcotics and stimulants grew in war-torn areas.

“Dear Mother,
How are you? Satsuki, Ryuuko and I miss you terribly, and Hazuki-san also sends her regards. Did you know she still keeps your broken katana from the Tokyo Brides Incident in her office, as a symbol of her pride in being a magical girl? I think she wishes she knew you terribly - she's even said before privately that, from what she heard of you, you'd have made a perfect sparring partner. I know that you and her didn’t exactly ever properly speak to one another, what with her rescuing you like that afterwards, but I reckon she’d love just a little letter, or something!
Satsuki’s really taken to the role of CEO well - perhaps she’s enjoying it as a break from her heresy-slaying duties? I don’t mind, really - getting into the dirty business of the mechanics of the company is still quite fun. Ryuuko… I’m not sure what she thinks. She’s been a little quiet recently.
I write today predominantly for your advice on—”

With financial backing from black market entities, it also gained a surprising partnership in an up-and-coming fabric and clothing enterprise in Japan, going as far as to produce uniforms and armour for the paramilitary group. It was unknown at the time as to what the connection was - however, following the Unification’s completion, it became clear, as one of the new members of the MSF’s leaders, a personal friend of the enigmatic First, and now a deputy leader of the newly formed nation was revealed to be the CEO of the company.
Following Unification, the MSF’s policy on black market activities expanded to all corners of the nation and beyond; while the DMVIT would not become an official government department until the mid-2000s (close to the start of the Russo-Syrakhanistan War), the elements of the future organisation were already established and entrenched within the nation’s government.
Due to the United Nations’ international embargo on Syrakhanistan and refusal to accept it’s status as a unified nation, between Unification and the Great Armistice, it has been estimated that nearly 75% of all imports and exports from Syrakhanistan were solely through black market activities (the remaining 25% being taken up by the few countries that actually recognised the MSF and Syrakhanistan at the time, most crucially Singapore, South Africa, Brazil and Switzerland).
As such, during this period of so-called 'shadow economics', Syrakhanistan was forced underground to supply it’s rapid economic expansion and - more importantly to the War that would break out with the neighbour to the north - military modernisation.

A Roman writer once stated that ‘Igitur quī dēsīderat pācem, præparet bellum; Si vis pacem, para bellum’. Translated roughly, it means ‘those who wish for peace, must prepare for war’. Satsuki, in one of her more thoughtful and less stabby moods, told me that the history of the world is not defined by men, by ideals, or even by events, but merely the evolution of the most efficient methods of violence.
She explained, in somehow even more words than this, that the Bronze and Iron Ages weren’t pushed forward out of a love of making new pottery or bowls; they were defined by attempts to make sharper, stronger swords and spears. The Middle Ages didn’t end due to Westphalia; they ended due to gunpowder and cannons. Europe brought out it’s imperialist age of industry not due to Victoria, Napoleon, or trade negotiations, but because of the Maxim gun and ironclad ships. Both World Wars were defined by who could kill the most the fastest; and, at the pinnacle of human achievement, stood the most efficient and effective way to murder as many people as possible.
We’ve just acquired that method for ourselves. It was so pretty, even Hazuki-chan cried…”

It is now believed by international experts and observers that the MSF, and by extension Syrakhanistan, gained it’s modernised and near-future technological military - from it’s nuclear arsenal, to it’s groundbreaking usage of drones, to the Mk. 1 Saladin (formerly the experimental M2A1 MacArthur) and other stolen designs from the United States - predominantly through black market smuggling routes.
Evidence suggests that it gained weapons-grade nuclear material and the ability to mass-produce further materials from connections in the Democratic People’s Republic of Korea (DPRK, commonly known as North Korea) and from India, but it's largest beneficiary was due to one of it's grandest Unification-era conquests with the invasion of Pakistan and eventual annexation of the Westernmost regions of the country. It also acquired American technologies and military blueprints from connections in Alaska, brought through into Canada, and traded in via France (see: Saint-Malo Incident (sometimes erroneously known as the Mont Saint Michel Incident).
=
Organisation, Structure and Impact
=
In a series of steps throughout DMVIT’s formal and informal history (as the MSF), the organisation helped to restructure the global system of black market activities in favor of a centralised command structure in a nation that could act with near-impunity due to international isolation mixed with internal cohesion. Coordination between Syrakhanistan and international black market entities made it easier for them to acquire and control internationally illegal activities, and structure the global black market in their favour while bringing profit to those involved - and destroying those who would not conform due to their near limitless reach and growing domination over both international black market trading as well as the formerly dominant groups that had once controlled the markets (see also: Syrakhanistan-Roanapur relations, International crime—

-crime syndicates, and Syrakhanistani absorption of organised crime groups.) The organisation - the informal parts from the MSF and the later DMVIT - would use occupied groups as decentralised command structures, essentially rebranding old groups under new management while cutting out those who disagreed with them.
The internal, upper management of the DMVIT is largely unchanged from it’s inception, keeping much of the same command structure it had under the MSF; it therefore has an upper management structure that’s a patchwork of military and mafia/crime groups (which, as some authors and analysts have pointed out, is largely representative of the deep and centralised corruption that is the root of many criticisms of the greater Syrakhanistani governance model; comparing the leadership of the nation to a drug cartel or the First to a Tsar often leads to forced disappearances when expressed in the supposedly open forums of discussion in the nation).
The impact of the DMVIT cannot truly be quantified, given that the figures that the Department regularly publishes have frequently been criticised as completely fabricated. However, external estimates and information from Syrakhanistani defectors (which is to say, those that survive their exit (see also: Syrakhanistani emigration policy, Syrakhanistani persecution of expat population) believe that the DMVIT is responsible for at least 40% of all international organised crime efforts, as well as at least 65% of all black market goods and services across the world - with estimates on both even reaching as far as 70%. It is also connected to virtually all (~90%) grey market ventures, including the vast majority of military contractors across the world, with particularly entrenched relationships to American, British, German, Japanese, and Russian military-industrial complexes.
Outside of economics, the DMVIT is also estimated to have a disproportionally large involvement in global organised crime violence. One research report estimated that 1 in 10 organised crime killings has a link to the DMVIT; in general organised criminal violence (including torture, kidnappings, and [CENSORED]), this rises to 1 in 8. It is also estimated that, on either side of any murder around the world, there is a 1 in 20 chance it is linked to the DMVIT or a DMVIT-related asset.
=
Actions and Activities
=
Being a criminal organisation at this scale, the level of criminal activity that the DMVIT is involved in is second to none. A general list of crimes that the DMVIT has been implicated in and the percentage of involvement in all crimes in each category can be found below:
Drug trafficking, including production, transportation and sales (~95%)
Assassinations and “targeted hits” (~95%)
Production of and distribution of illegal works of fiction in other countries (~95%)
Human trafficking (~90%)
Extrajudicial killings on behalf of another government or nation-state (~90%)
Cyberwarfare and digital crimes, including scams, hacks and distribution of copyrighted materials (at least 90%, highly believed to be closer to near total domination of all under this category)
Arms trafficking (~80%)
Illegal transportation of legal goods, such as gold, sand, salt, along with others (~80%)
Organ trafficking (~75%)
International bribery and influence/corruption scandals (~70%)
[CENSORED] trafficking (~50%)
International acts of terrorism, including enabling as well as active perpetration (~30%)
[CENSORED][CENSORED] trafficking (~20%)
Distribution of [CENSORED] films (~20%)
Distribution of [CENSORED] films (~15%)
Distribution of [CENSORED] films (less than 5%)
Production of and distribution of weapons of mass destruction to other nations and non-state actors (During the Unification Period, this fluctuated between a high of 80% and a low of 45%; it is currently believed to be less than 5%; see Post-Unification MSF policy changes).

“Dear Mother,
‘Do you think, if the Blessed Lady is real, she hates us? Why does she give us the worst battles, the most cruel fates?’
That’s what Satsuki said to me this morning when she learned of Hazuki’s economic plan - and, more importantly, my acceptance of it. A sincere and blunt proclamation of blasphemy from a most devout soldier of Her Faith.
She’s naive, in a way. Her opinion of ‘justice’, or of inherent rights and wrongs or of necessary evils… Honestly, her and Ryuuko must get it from their dad’s side. They don’t get it from you.
Did Satsuki really believe that the money from our corporation would be enough for Hazuki’s dream? Did she truly believe a clothing store could conquer half a continent?
Still… It’s not like I don’t have doubts in The Plan. Surely… surely there are some evils even we shouldn’t allow to permit? Some things that should be exterminated?
At least we all agreed that such things would be exterminated with extreme prejudice under the new nation’s banner, when she’s finally reached the end.
Doesn’t stop me feeling positively queasy. Doesn’t stop Satsuki’s new crying at night. Doesn’t stop me wondering how the scum in Roanapur deal with it every day.
There’s something deeply wrong here, something that shouldn’t be allowed to happen. But is it merely a necessary evil before her plan is fulfilled? What would you do? Would you have been brave enough, back in the day, to have told her ‘No’, if you'd have known her before... Before what happened?
I don’t like it. I hope she actually dissolves it after unification. She said that “this is merely a temporary stopgap measure; we’re not the Tenth, after all.”… but I’m not sure I believe her. There are some lines even we should never, ever cross; let alone enable others to.
Blessed Lady above, have I grown a conscience?”
———
—sheer amount of black market goods and services that the DMVIT has become involved in easily makes it the single largest criminal organisation in human history, as well as one of the largest and most profitable government-owned corporations or organisations in history; much like other information about it, no profits have been published - but estimates believe that it is worth at least $1 trillion (making it worth around a third of the entire nation’s GDP of roughly $3 trillion (for information on why monetary units are in USD and not in Syrakhanistani Riyals (SRS), see: Impact of 2008 Recession on Syrakhanistan, Syrakhanistani currency crisis (2009-present)).
=
Non-criminal activities
=
The ‘informal’ part of the DMVIT’s name does not necessarily only include illegal activities. It is also a key facet of Syrakhanistan’s soft power approaches to global policymaking, particularly as an informal international aid organisation, as well as it's softer hand in involving itself with non-national corporations (which is difficult due to the nation's continued expressed anti-corporate sentiments).
This includes, but is not limited to:
Disaster recovery efforts under the “International Recovery Group”, a front-group for the DMVIT responsible for aid and relief efforts in other countries, such as reconstruction and aid efforts in the aftermath of the 2004 Indian Ocean earthquake and subsequent Boxing Day Tsunami, in the Caribbean (particularly Haiti, Cuba and the Bahamas) during Hurricane Katrina in 2005, the 2011 Great Global Storms, and the 2011 Tohoku Earthquake and Tsunami followed by the Fukushima Nuclear Power Plant Disaster.
Acts under the “American Construction Organisation” as part of the “Darien Gap Exploration and Survey Group”, a multinational development coalition comprised of Colombia, Panama and the United States, dedicated to completing the Trans-American Highway and constructing habitable areas within the Darien Gap without doing significant damage to the region.
Provides discreet security services to international aid organisations such as Doctors Without Borders under the front-company “International Freedoms Ltd.” (sometimes known by their Japanese name "Kyuubey Heavy Industries").
Acts as a private seafaring defence group for international shipping lanes within an agreement with the United Nations under the front-company “French-Indian Cooperative Fleet”.
Is involved in international disarmament and peacekeeping organisations dedicated to the elimination of landmines and other ‘inhumane methods of warfare’ under the aid groups “Arabs Against Armies” and “Field and Forest Protections Agency”.
This is not meant to be a comprehensive list (please see Companies suspected of ties to or ownership by the Syrakhanistan government for details); hundreds more have alleged ties to the government of Syrakhanistan or the DMVIT, particularly in the defence industry.

—It is widely regarded by the international community as both an international terrorist organisation as well as a drug cartel; as previously mentioned, it is designated a terrorist organisation by 107 countries, designated an illegal cartel by 65 countries, and has been condemned at the United Nations General Assembly no less than three times.
A further complicating factor is the DMVIT’s extensive entanglement within global grey-market and semi-legal economic structures. Multiple states that officially designate the organisation as a terrorist group are simultaneously believed to tolerate, or indirectly rely upon, DMVIT-linked trade networks for access to restricted goods, sanctions-bypassing logistics, and informal security services.
Several attempts have been made by individual states and regional blocs to impose unilateral sanctions on the DMVIT and its leadership. These measures have had limited observable impact, with critics noting that the organisation’s decentralised structure, reliance on informal trade routes, and integration into pre-existing criminal and grey-market networks make traditional sanctions largely ineffective. In some cases, sanctions have been argued to have strengthened the DMVIT by increasing demand for its services as a sanctions-circumvention mechanism.
The DMVIT’s role as both a criminal organisation and an instrument of state policy has prompted ongoing debate within international law and security studies. While some scholars argue that its activities constitute a clear violation of international norms regarding terrorism, narcotics trafficking, and state responsibility, others contend that existing legal frameworks are ill-equipped to address state-owned entities operating primarily within informal or illicit economic spheres. As of 20XX, no international legal body has successfully asserted jurisdiction over the DMVIT as an organisation.
As a result, the DMVIT occupies a largely unprecedented position within international relations: formally condemned, widely designated, but functionally tolerated. Its continued operation is often cited as emblematic of the limits of the post–Cold War international order in addressing non-traditional state power, particularly where illegality, sovereignty, and global economic dependence intersect.

Ryuuko... She's gone. Not dead, maybe? But gone. She's vanished. She's left us. All of us.
What's worse is what she left behind; dozens of dead bodies, ransacked resources, and... some troubling sets of documents and voice recordings.
I... There's one that I have to bring to you the next time I visit you. If, if it's true, then I... I'm..."
Nui Harime wasn't as dressed up as she usually would be in her magical girl regalia, and this frankly bothered her quite a lot - especially given who she was visiting today. But time was short - shorter than usual, even - and it's not like the person who she was visiting could even respond, anyways.
She shook her head, and clapped herself on the cheeks. No. She shouldn't think like that. Not when it came to her...
To Maman. To Ragyou Kiryuin.
She breathed in the sterile hospital air, knocked on the door, and moved in.
The room was exactly as she had left it the last time. As it always was, no matter how many times she visited. Lavishly decorated, extremely comfortable, and utterly cold. It had a single window onto the beautiful city below, a single table for flowers that often went weeks without being cleaned away, a single chair for the bereaved to come and watch, and a single bed, with a single unmoving occupant.
The woman in the bed was beautiful. One could probably accurately say that she was one of the most beautiful women in the world; her features, her hair, everything about her had been pristinely cultivated to match that single descriptor by a woman who cared far more for the clothes on her back than for the flesh that wore them. Even now, there seemed to be an aura, a mystique that shone from her.
Even now, despite the fact that Ragyou Kiryuin had not moved a single muscle in [REDACTED] years.
ERROR. ERROR. CHRONOLOGICAL ANOMALY DETECTED.
Satsuki-chan and Ryuukou-san had stopped visiting years ago. Rei-chan claimed to be too busy covering for Satsuki over in the corporate office to visit, but Nui knew that it was because every time she visited, she only wept more and more - something that Ragyou had ordered her not to do so long ago now.
No - Nui was this woman's only visitor. Even the Officio that she had served with honour had stopped sending flowers years ago; even the very conglomerate that she had founded stopped sending anniversary commiserations at around the same time.
Nui breathed in, and out, and stepped inside. "Hello, maman." The words always felt odd, the French word for mother always coming from her lips to never be replied to despite all the warmth she tried to give it.
She slid the door closed, and slowly sat down next to the bed.
To one side of the bed sat all manner of medical equipment, from blood pressure monitors to an ECG and EKG, from brain scanners to all sorts of strange and Latin-sounding niche equipment that had been sent for from one side of the planet to the other.
By all accounts, Ragyou Kiryuin should have been declared dead. No blood pumped from her heart; she no longer breathed, nor let out the usual human waste products.
Her brain, however, was a different story - it continued to pump out stream after stream of brain activity that a normal person's brain would.
Her soul, too, was another - and not in the religious way, either, for Ragyou Kiryuin was a magical girl: in fact, she was one of the finest of her generation, if not THE finest. And her Soul Gem still shone the same pink-red light as it did the day she first contracted, still bore the same warmth and life signs that any Contractee could easily detect.
Nui looked to the table, and pulled out one of the drawers. There the Gem lay, still as clean and warm as the last time she'd been here, used as a glorified paperweight to keep all the hundreds - no, thousands - of letters kept inside the draw tidy.
Nui Harime took a deep breath, and pulled one such letter out from her chest-facing pocket. An immaculate envelope with perfect flowing handwriting. She hooked a razor sharp fingernail under the flap, and opened it up.
"Sorry, maman - opening your mail without permission is something horrible to do. I know, it IS from me, but it still feels wrong." Nui said, almost to herself. She placed the empty envelope onto the table, and placed the letter into her hands. She sat for a moment, watching for any reaction - anything at all - from Ragyou, lying like Snow White as she was on the hospital bed.
She's about to read from the letter, but blinks a few times, and puts it onto her lap for a moment. "I... We..." She says quietly, before gulping. She then lets out a small giggle. "It's funny. I really shouldn't be here right now - we're all preparing for the fight of the century. All of us - every Officio, every magical girl." She leans in, and grins. "Walpurgisnacht, maman - the Witch of Witches, the ultimate baddie. I bet you'd be right there with us... Well, I say 'us', but the First - me, Satsuki, and the rest - aren't supposed to help. Some sort of rule or regulation. But still - we're preparing all the same. You should see it - every Officio, no matter the differences between us, all preparing for a single fight, with a single goal. It's wonderful."
She smiles, and leans her head to the side, watching Ragyou for any reaction at all. Her smile fades. Still nothing. She grits her teeth a little. "Still..."
Her eyes wonder to the letter on her lap. "I'm not fully correct. Not all magical girls are. Ryuukou... She's gone, maman. I know not where. None of us do. And... she said..."
She picks the letter up, before placing a hand into her pocket once more, and pulling out a small, battered Walkman music player and a cassette tape. "She left this - well, she left a lot, but this is... this is important." Nui swallowed hard, blinking a few times, before saying "Ryuukou-san said-"
"Ryuukou-san said what?"
The voice came from the door. A voice that any magical girl worth her salt would likely know, but not recognise - and any magical girl worth more than that knew to instantly bow in recognition of.
Hazuki Amane, Warmaster of the First Officio Asassinorum, stood in the doorway. Her hair, as always, flowed own from the shoulders like a waterfall of white and silvery-grey, her piercing azure eyes unblinking as they gazed towards Nui and Ragyou's bed. In one hand was not her usual Claw - instead, both hands held onto a small bouquet of flowers, red roses deep in bloom.
Nui, almost by instinct, instantly stood and saluted, the letter, tape and player falling to the floor with a clatter. "Warma- Hazuki-sama!" Nui declared.
The Warmaster always did have an uncanny ability to appear out of nowhere in the most unusual of places.
Hazuki didn't blink, but instead slid shut the door behind her and came in. "At ease, Eversor." The Warmaster's words came, warm and calm yet inquisitive and all-knowing, as they always did. She held up the bouquet of flowers to Nui. "The old ones were faded, so I brought some new ones."
Nui laughed lightly, hiding the nerves with a giggle, and took the flowers, placing them into the small vase on the table while removing the old ones to a nearby waste container that automatically sorted through rubbish for recyclables and food waste before obliterating anything unusable.
Hazuki paced away from Harime after giving away the flowers, and walked around the side, leaning between the window and the bed. "Still as silent as ever, then?" She spoke pensively, seemingly to both herself and to the others in the room.
Nui cocked her head a little. "You visit her too?"
Hazuki nodded, her eyes watching the window onto the near-endless expanse of urban sprawl below. "On occasion. I am a rather busy person, after all, but I try."
Nui Harime blinked a little, before slowly, as silently as possible, reaching down to collect the items. By the time she had put them onto her lap, Hazuki had moved once more, leaning against the wall opposite Nui, and opposite the bed. Nui gulped.
"So?" Hazuki stated flatly. "What did Ryuukou-san say?"
Nui held Hazuki's stare - with some difficulty, it had to be said. "I'm surprised you know Ryuukou-san, or have any interest in what a rank-and-file might want to say." She replied, with some steel of her own.
Hazuki smiled. "I'm the Warmaster of the First Officio, Nui - I have a vested interest in all the girls under my wings, and that includes the ones who aren't actually in my own Officio. That, naturally, also includes the relatives of my own flock." She held a hand to her chin, and thought for a moment. "Ryuukou Matoi, born Ryuukou Kiryuin. Second child of Ragyou Kiryuin, younger sister to Satsuki Kiryuin, older sister to Nui Harime. Taken as a child from Ragyou by her father; contracted, despite everything, like all the women in her family. Classified as-"
"I know who my sister is." Nui stated bluntly, before clearing her throat. "Sorry, Warmaster."
Hazuki's rarely moving face saw a small raise of an eyebrow, before returning to her neutral smile. "...Well, I'm sure you don't need a family history lesson. The matter at hand, then." She leaned further back into the wall, before sliding down a bit into the Roman Chair position and folding a leg over, keeping a perfect balance all the while. "What would a contractee currently presumed AWOL following a rather... unique incident of unprecedented behaviour... say that would require a current member of the First Officio to visit her comatose former Warmaster mother on the eve of the apocalypse, hmm?"
Nui Harime swallowed again, before standing from her chair and placing the contents of her lap onto the table and turning to Hazuki.
"She... spoke some quite heretical things. And damning things. Spoke of a rot at the heart of the system. Claimed that [REDACTED] lived, that the [REDACTED] on us. The usual heresies of a mahou shoujo who'd lost her way." Nui said quietly, before laughing and grinning.
"Oh, and she also claimed that the woman who rescued her mother's corpse from the Tokyo Brides Incident was actually the one who killed her in the first place. And that this woman was, in fact, [REDACTED]." Nui spoke these words almost mockingly, shrugging her shoulders up and down. "But that's absurd - right, Warmaster?"
Hazuki Amane watched Nui's theatrical performance without any emotion, before opening and closing her mouth. Then, she let out a small tut.
The Warmaster's head flopped almost languidly onto her shoulder at an inhuman angle, leaning onto an arm with a Golden Claw on it, and let out a scoffing chuckle, an unpleasant near-smirk breaking out across her pristine features, her usually cold blue eyes fading into a tired glare. "See, things like that are the reason why you and Satsuki made it to the First unlike Ryuko, and why she remained rotting down here like your bitch of a mother."
Nui's face moved into a disturbed expression, right before-

On April 30th 2011, at roughly XX:XX, for approximately 3.14 seconds, Ragyou Kiryuin's eyes fluttered open and remained open before closing.
The situation will continue to be monitored as needed.
((Terrible (and definitely canon) spoiler joke under the cut:
“What is an MGNQ Homura’s favourite Bond film?
The Transcendent One would say The Man with the Golden Gun because she appreciates Christopher Lee’s perfomance as Scaramanga in the film.
Hazuki Amane would say Goldeneye because she thinks it’s a good return to the formula of ‘good’ Bond films as opposed to the classic corny style that had been going for a while (and also she liked the game).
Chiaki Matsuda would say GOLDFINGER BECAUSE OF COURSE SHE WOULD.”

The December 2011 PRC–Syrakhanistan Border Conflict, also known as the 2011 Microwar, was a brief armed confrontation between the People’s Republic of China (PRC) and the Glorious People’s Imperium of Syraqhanistan (commonly known as Syrakhanistan), fought primarily within the Wakhan Corridor and surrounding regions of the high Pamir Mountains. The conflict lasted for less than a week in late 2011, and resulted in several thousand casualties on all sides, as well as significant damage to infrastructure and the environment in the tri-border zone shared by Syrakhanistan, China, and Tajikistan.
Although the incident drew widespread attention from international observers and satellite monitoring agencies, both principal belligerents have declined to formally acknowledge that military hostilities took place, and no official declarations of war or ceasefire were ever issued. The Syrakhanistani Foreign Office has consistently described the event as a “minor border immigration control operation of very limited scope”, while the PRC has issued no formal comment beyond statements referring to “routine internal security activity” in its western frontier provinces.
Independent analysis suggests that the conflict was sparked by a series of repeated airspace violations and unauthorised troop movements by Chinese border units near the eastern edge of the Wakhan Corridor (possibly in response to Syrakhanistani construction operations of military infrastructure), an area of considerable strategic importance due to its terrain and resource corridors. Syrakhanistani forces reportedly undertook a series of precision retaliatory strikes to neutralise forward artillery positions and supply depots, preventing further incursions into Syrakhanistani territory.
Despite the limited duration of combat operations, the conflict had disproportionate humanitarian and ecological consequences, with large refugee movements reported across the Pamirs and extensive forest fires visible from orbit. The United Nations Security Council convened emergency discussions but did not issue a formal resolution. Following the cessation of hostilities, the Wakhan Corridor was designated a demilitarised neutral zone under UN observation, a decision accepted by Syrakhanistan “in the interests of regional stability”.
The 2011 Microwar is often regarded as an oddly opaque early flashpoint of the Third Cold War, suggested by some analysts as having highlighted the fragility of Central Asian politics and the technological disparity between Syrakhanistan and its neighbouring powers.

Conclusion and Aftermath:
Despite the intensity of the combat situation on the ground reported by independent observers, especially with the disputed Syrakhanistani advance into Chinese territory, the 2011 Microwar concluded almost as abruptly as it began. Hostilities ceased within approximately six days, with unofficial and leaked sources stating the ceasefire followed a series of highly controversial back-channel communications between military intermediaries of both states as well as an unspecified third-party external mediation effort that remains classified in most publicly available records, and completely denied by all three nations involved. No formal ceasefire agreement was signed, and neither the People’s Republic of China nor the Glorious People’s Imperium of Syraqhanistan have ever released comprehensive casualty reports or official operational summaries.
In the immediate aftermath, border troop deployments across the Pamir region were massively reduced, and the Wakhan Corridor was declared a demilitarised buffer zone under nominal UN and Tajikistani observation. Both Syrakhanistan and China agreed to “temporary humanitarian coordination” to facilitate aid delivery to displaced civilians, though this arrangement was dissolved within months amid mutual allegations of interference and restricted access to the area; since early 2012, both Tajikistan and independent UN observers have been regularly denied access by either side of the Corridor, and UN-Tajikistani troops stationed within are often harassed by both Chinese and Syrakhanistani military units.
Satellite imagery released by commercial firms in early 2012 documented extensive environmental damage, including large-scale forest fires, the disappearance of several refugee settlements within the Corridor, a number of reported incidents of violence against agrarian nomadic tribesmen, and unusual thermal signatures inside the Himalayan mountainside controlled by Syrakhanistan that analysts have not conclusively explained. Requests by the International Atomic Energy Agency (IAEA) to inspect the affected area were formally denied by Syrakhanistan, citing national security concerns.
In the years since, both governments have maintained strict silence regarding the conflict. Syrakhanistan’s Ministry of Defence has referred to the event only as a “limited-scope immigration action”, while Chinese state outlets have avoided mention entirely. Tajikistan, whose territory sustained significant collateral damage, has continued to press for reparations, though no such claims have been acknowledged by either major power.
Unofficial, anonymous sources within the Syrakhanistani Armed Forces have described the engagement as “yet another proven case in technologically-focused warfare doctrine”, citing the successful use of next-generation reconnaissance drones and precision ordnance under extreme high-altitude conditions. Foreign analysts, however, have also raised concerns about the unexplained energy phenomena observed during the final day of combat, which remain the subject of speculation in defence journals and international think tanks, usually focusing on the reports of Syrakhanistani development of high-energy-based weaponry.
———
Involvement of Tajikistan:
Tajikistan was the only state within the conflict zone to publicly comment on the 2011 conflict, repeatedly condemning Syrakhanistani forces as a “regional incursion” despite the absence of verified military activity on its soil, while praising the “police actions taken” by the PRC - statements that were rejected as “borderline fictional” by Syrakhanistani responses, as well as condemned as “playing with fire” by Chinese government officials. Tajik officials have continued to make a series of strongly worded remarks through international and regional bodies, often echoing terminology found in Chinese state media, despite the People’s Republic of China repeatedly asking Tajikistan to retract their statements.
At one session of the United Nations General Assembly, Tajikistan’s Permanent Representative attracted international attention after reportedly throwing a glass of water at the Chinese delegation following a heated exchange over alleged troop movements near the Wakhan Corridor that entered Tajikistan’s borders. Independent observers later described the episode as “largely performative”, noting the Tajik representative’s previous public fiascos within the government while serving as the former Defence Minister.
Official casualty figures released by Dushanbe cited over two thousand Tajik military personnel killed in the fighting, although no evidence has been provided to substantiate these numbers. Civilian casualties, conversely, were reported as “almost minimal,” a claim widely regarded by regional analysts as politically motivated. Syrakhanistani defence correspondents have also noted that several of the reported “border clashes” appear to have occurred entirely within Tajik territory, and were likely staged, or the result of internal security breakdowns (particularly due to the border region, Gorno-Badakhshan, often having similar issues in the past) rather than any foreign action by Syrakhanistan or China.
Despite it’s continued vocal protests, Tajikistan quickly resumed cross-border trade through the Pamir Highway within days of the ceasefire, and formal communication channels were quietly restored by early 2012. Foreign analysts, particularly from the University of Baghdad’s Political Science Department in Syrakhanistan as well as in Washington D.C. and Paris, have interpreted this as simple realpolitik rather than from any meaningful results of their complaints, contrasting sharply with Dushanbe’s earlier rhetoric.

Me when I saw you in my notifications: why is a random government liking my post
Me when I read your bio: how do I apply for citizenship
Welcome to the Citizenship Application Hub for Syrakhanistan.
===
Hello, potential citizen! Allow me to guide you through the formal application for citizenship process, or Citizen Acquisition Process (C.A.P.), on behalf of the Ministry for Foreign Affairs of Syrakhanistan.
There are several key differences between acquiring citizenship in Syrakhanistan to other nations - predominantly, a lack of any required documentation (although documents of your current residence are useful). This is due to the nation’s policy of an open border for anyone who wishes to enter.
Ideally, however, you should have on hand any form of your current nation’s identification such as a passport, birth certificate, national identity card, or a driver’s license; other forms of identification, such as a bank statement or a university student registration can also suffice.
Next, we ask any potential immigrant three crucial questions, that will be used to find their most suitable immigration path:
1. Do you or any of your family have any previous connection to Syrakhanistan, or any nation that formerly existed within the borders of Syrakhanistan? If so, you will want Process SR. If you do not, move to Question 2.
2. Do you suffer from any form of discrimination, criminalisation, or outstanding debts or fines in your country of origin? This can range from anything, from a lack of a nation’s rights for a protected minority, to a parking ticket. This is not to infantilise the suffering of any particular group, but is predominantly due to our nation’s unique circumstances within the international order (for reference, please see the government website of The Department of the Monopoly on Informal and Valued Trade, or DMIVT). Depending on your situation, your potential status as one of Syrakhanistan’s many protected identities, and many other factors, you will likely require either Process RF or Process AC; however, if you intend to apply for citizenship not as an immigrant, but as a refugee or asylum seeker, then you will be required to access Process LT. If none of the above apply to you, please proceed to Question 3.
3. Are you a member of any Specially Designated Organisation or Protected Group? If you are, please access Process MG, Process MS, or Process QB; alternatively, directly contact [A number is written here, but it seems to blur before your eyes…] to assist you. If you’re not, and none of these questions apply to you, then you likely require Process NA (if you are at all confused at this point, please find the full list of questions and potential processes in the links below, or contact us directly).
The other processes have direct links to their relevant subject matter; however, the vast majority of applicants will only require Process NA. Therefore, Process NA will be the subject of the rest of this article.
Potential immigrants who have answered Questions 1-3, and who do not apply for the Processes therein, will be given the next two questions:
4. What is your primary intent for immigrating to Syrakhanistan? Is it for work, for a new home, for study, or for other reasons?
5. Are you sure that no other potential processes for entry to Syrakhanistan apply to you, such as temporary travel status, holiday visa, visitor’s visa, temporary residence permits, temporary work permits, religious transit visa, religious transit and temporary residence visa, secondary temporary travel status, or temporary access permits?
With these five questions answered in the form available below, you will then be asked to come to your local Syrakhanistani Embassy, Foreign Delegation, or Commercial Outpost to deliver it in person - you will then be asked to perform a small interview; this can be done in person, or done via a communications terminal separating the interview participants: however, it will be done on site - it cannot be done from home, or online.
Following the interview and submission of application, you might be accepted at that very moment - if you are, we will endeavour to transport all your belongings to you as you arrive in our nation. If you are not immediately accepted, you should wait for a response - a negative one is required, by Syrakhanistani law, to be delivered to you within a single week, while a positive response of acceptance or continuation of process can take up to three months, with the maximum being six months.
If you are forced to wait for more than three months, please inform your local Syrakhanistani mission, or contact us directly, as you are entitled to financial compensation for our failure to assist you.
Even if you are not accepted, you may still receive complementary apologies from us - depending on the reasons for your denial and the length it took, this can be something as small as a souvenir flag, to a small sum of cash, to a direct visit from a Syrakhanistani delegate to personally explain the reasoning, which would also usually include complementary dinner as well as a sum of financial assistance when needed.
We hope this explanation of the basics of the immigration process are helpful to you, and we hope to be in contact with you in the future!

Frequently Asked Questions (FAQ):
Q: Why are so few documents required to submit an application?
A: This is predominantly due to Syrakhanistan’s unique relationship to the rest of the nations of the world; however, it is also ideological - we have an open border for anyone who wishes to enter, and therefore do not wish the process to be exceedingly difficult, tedious, or frustrating.
Q: Why do you have an open border policy? Doesn’t that potentially endanger your country/invite crime/bring trouble/[other potentially racist remark]?
A: It is the belief, not just of this Ministry but of the full government of Syrakhanistan, that immigration is a net benefit for all involved. Indeed, the only thing that truly loses in immigration is the nation an immigrant is emigrating from. Our nation receives a new person - a potential friend, a potential worker, a potential soldier, a potential ally; the immigrant received a welcoming new home, whose experience will be tailored directly to them throughout the full process. A nation is, for all intents and purposes, a large group of people - why should we not want more people to join us, and benefit from the fruits of our shared world?
Q: What’s that part about criminalisation about?
A: Please refer to The Department of the Monopoly on Informal and Valued Trade (DMIVT) website.
Q: Financial compensation? Isn’t that bribery?
A: Time is money. Time is something that could be used elsewhere, to be spent with your family, on work, reading a book, or sleeping. Time is also a two-way process; you invested time trying to apply to our nation, and we used that time - if you do not receive a successful response, or are at all displeased with your interaction with us, should you not be recompensed at least for the effort you put in?
Q: Why does the interview have to be done on site?
A: Logistics and bureaucracy; simply put, we have the best ability to assess potential immigrant candidates when in close proximity, as well as with close proximity to the full resources of our nation. Every possible effort will be taken to make the process as comfortable as possible - if you do not wish to do an interview in person, then you can do it via a separate room with a communication terminal. If you dislike instant communications at all, you can write your response, pass it through the room’s door, where it will be given to the interviewer to respond to. If you are physically uncomfortable, we can give you a better chair, a bed, a sofa, and so on and so forth. If you grow hungry or thirsty during the interview, we will give you food and drinks free of charge. However, the interview must still take place and it must be done on site - there is, sadly, no way around it.
Q: The website keeps referring to an “open border for anyone who wishes to enter” - why be so specific about that?
A: The border is open for entry - it is typically not open for exit for citizens. Please refer to the Syrakhanistan Stability Policy for information about emigration from Syrakhanistan. However, to put it simply - Syrakhanistan takes a great deal of pride and care in it’s citizenry, and therefore cannot bear to see it’s beloved citizens to go. When you’re a citizen, you’re a citizen for life, as will be your family. The full immigration process will explain this better in detail, should one apply.
Q: What if my country has no representation for Syrakhanistan, but I still wish to immigrate?
A: You will be granted access to Process QT. So long as you show willing - Syrakhanistan WILL find a way. We guarantee the security and safety of all our people.
