In response to your geography confusion: Washington *is* already a state in the northwest of the country. Washington, D.C. (which stands for District of Columbia) is in the eastern part of the country and is the capital city of the US. It doesn't belong to any state, and that's why they're trying to turn it into one. But yeah, it's confusing how an actual state and a potential state have basically the same name lol.
