There are many nice characters showing up in the fillers, but sadly they never appeared again. Which is understandable, since not even canon secondary characters ever did that much... Anyway, I collected them for extra ninja teams, which Konoha woud have great need of after the war.

Following the example of Aoba Yamashiro in the above link, these jounin also got a team for themselves:
Hamaki Mimura is a mature shinobi that participated alongside Minato Namikaze in the third war against Iwagakure. He was one of the very few survivors of that battle. Since he is older than others and his experience speaks for itself (he would be ~48yo by now), I decided to put him in charge of an also equally older group of genin.
Komugi, Inaho and Gennai have been at it for a long time, yet somehow never achieved promotion. The first time they appeared, trying the chuunin exams, they were already 22yo... same age as Iruka himself! As a team, they're described as "tough and fast", but also "overconfident on their abilities".
Clearly, they need a hardened and focused sensei to redirect whatever hidden potential they may have to the right direction, and that's why I think Hamaki is the adequate person for the task.
I like Yamato and Sai a lot, so I always felt a bit bad for them only being substitutes, filling up a vacant space instead of having one rightfully theirs. Hence, when team 7 is officially reinstated, I feel it would be nice for them to move onto a new group they can actually call their own.
Both Sora and Amaru are semi-jinchuriki, with him containing kyūbi residual chakra and her being the host of the reibi, a creature alike to the bijuu, though not as powerful. Thus it works well having a sensei and a teammate profficient at sealing in case an accident happens, which also serves to put Sora's and Amaru's minds at ease.
You know... when Naruto fans talk about "wasted potential", Anko tends to be one of the first names to show up, an opinion I 100% agree with. She had a lot of interesting things going on for her, and yet they never amounted to anything T_T.
So I think you can understand why the Kaima arc is by far my fave filler (though there are others I also like a lot). Anko rediscovers her forgotten memories, finally giving her some peace of mind, and we also meet an awesome new character, Isaribi, a shy but hurt girl Anko can empathize with due to their similar circumstances.
Isaribi, by the way, is NOT a kid of Naruto's age, she's actually as old as Anko. People should pay more attention to what they're watching, geez... Anyway, of course I would put these two together when making a new team, if not for anything else than at least moral support.
Idate is here for the sole reason that he is Ibiki's little brother, and Anko would enjoy it tons teasing and playing him around, no doubt XD. Let's say the guy returned to Konoha after cleaning his name and mending his relationship with Ibiki.
I also added Shiho because someone needs to be the brain in this team. She's technically chuunin rank, though she's a logistics ninja type, not battle-oriented. But I think some field experience to add to her CV would do her good and expand her horizons XDDD.
In general, this team would be assigned to espionage and collecting information. Idate knows how to mingle with the common folk, both Anko and Isaribi have vast experience in hiding, and Shiho does the data analysis part.
With Shizune's medical expertise, I found it practical to give her a team made up of members with 'special needs', to say. All of them had some mental health issues, so what better than giving them a medic sensei?
Yagura (alter ego of Genshou Ryūdoin) was possessed by the Spirit Beast due to the resentful feelings he harbored towards Gai Maito, but was eventually freed. Yakumo was taken over by feelings of guilt and denial over her parents' death, developing an inner demon in the truest sense of the word. And Menma initially suffered amnesia after an accident, caused by all the regrets he had accumulated for the wrongdoings in his life.
Aside that, they would complement each other nicely. Yagura was a taijutsu diamond in the rough, Yakumo had an overpowered genjutsu, and Menma's sound ninjutsu was an untapped pool of potential.
When we meet Hana Inuzuka, Kiba's older sister, she's only a chuunin, but after participating in the 4th ninja war it's possible that she achieves jounin rank, and thus be eligible to lead a team of her own. Like the previous one, I tried to make this team balanced.
Azami is the granddaughter of a renowned taijutsu master, and it would be nice to finally have a full-on taijutsu female trainee outside the Hyūga. Ranmaru also got healthy after eating lots of curry of life, and his genjutsu/sensoring ability is unparalleled all throughout the series. Kaede moved away before she showed any particular talent at Konoha's academy, remaining a blank slate, so I'm leaving the ninjutsu third to her.
Now hear me out, something strange happens with Iwashi Tatami. This pretty-face guy was scouted very young by Minato himself to serve as a hokage bodyguard, was taught by him a minor version of the hiraishin, held the record for soonest finishing the second stage of chuunin exams (until Gaara's team beat it), was selected several times to accompany jounin on missions... and somehow he is only a stardard chuunin?!
No way, sir. I'm totally promoting him to jounin and giving him a team of brats to tame XDDD.
This time is just an unimportant filler boy, who acts as a rival of sorts to Konohamaru; the Hyūga heiress herself, who definitely needs to be taught a bit of humility after all the brainwashing going on at her household; and a girl from one of the videogames who strongly admires Naruto and is NOT a mere fangirl, because out of her admiration for him she too learns to summon a toad, her companion Gekomatsu.
