We talked about Zeus being soft towards Athena because he feels guilty about what he did to Metis.
But also consider: Hera being soft to Athena because she also feels guilty for what happened. She feels guilty that she did nothing to stop it, or help to try find another solution to the dilemma. Maybe even guilt over feeling a bit of relief after Zeus did what he did?
Remember, is not just Zeus who could be paranoid about the idea of a new future war incoming and even more so from his own offspring.
Maybe that's why she is now more rigid and obstinated, fiercily decided to put him in his place and go against him when needed. Last time she allowed Zeus to do as he pleased, everybody lost a friend, and Athena had to grow motherless.... :)
