Viktor grew up in the Undercity, he'll have tolerance for Powder's antics. She'd walk around alone at night in Piltover and he'd be fine with it because if she can walk through the streets of Zaun and not die, she'll be just fine in Piltover by night. He's fine with her cooking up dangerous things in the lab, because he did the same thing at her age. He doesn't mind her manners because hey, at least she's not picking fights or stabbing people, she's fairly tame for s trencher kid, so she'll be fine.
Jayce grew up as part of the upper-middle class of Piltover, then started working for Piltover's elite. He probably thinks overcooked toast is a health hazard. He doesn't want Powder messing around in the lab by herself because what if she gets hurt and accidentally cuts herself with a piece of metal and gets tetanus. She hasn't had any of her shots.
